Northrop Grumman Defense Systems Sector is seeking a Contract Administrator Manager 3 to join its team of qualified, and diverse professionals. This position will be located on site in Baltimore, McLean, or another Northrop Grumman site may be considered, telecommuting is an option.
This is a high visibility position that requires regular interaction with and briefings to the Sector Vice President of Contracts and Pricing, the Sector Director of Contracts and Pricing, and Sector Director of Contract Operations and other key functional leadership at the Sector and Division levels. The successful candidate must be proactive, work independently, act with a sense of urgency, and possess excellent problem-solving, communication, and organizational skills. Timely communications and quality work in a face-paced environment are expected. In addition, the successful candidate must be able to lead an engaged, geographically dispersed team. The Defense System Contract Manager 3 is responsible for managing a team of eight individuals across multiple sites supporting Contract Set Up and Closeouts. The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Responsible for support to contract set up establishing process, work instructions, and training related to set up. Data integrity in our systems of record, is paramount and foundational to our successful performance on programs
- Contract Closeout Manager in charge of daily operations and providing day to day direction to the closeout team. Serve as consultant to management and special external spokesperson for the organization on major matters pertaining to Contract Closeout its policies, plans, and objectives. Strong relationships with internal partners across functions and external customer. Focal point for DCMA/DCAA, Contract Accounting and Customer request/issues. - Ability to function independently and effectively with competing priorities and adherence to deadlines in a fast-paced, hands-on environment.
- Track record of meeting critical organizational timelines/deadlines.
- Self-starter with strong attention to detail and the ability to function independently, possess excellent problem solving of a moderate to complex nature, meet critical deadlines and organizational skills is paramount.
- Willingness to work collaboratively as part of a dynamic sector leadership team.
- Providing guidance on contractual matters, data calls, and established procedures.
- Creating, reviewing, and editing of internal work instruction documents.
- Offering guidance and working cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, export and security as well as the Sector Operations and Compliance teams.
- Reviewing contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements as needed to assist across the sector team.
- Thorough understanding of the requirements of applicable government regulations (FAR, DFAR).
- The candidate will builds and lead a team of highly motivated and effective contract professionals to include training, mentoring/guidance, directing daily activities, delegating work assignments, and ensuring compliance, accuracy, and timely work assignment completion of direct reports.
- Strong computer skills to include data tracking, reporting and analysis.
- This position will ensure compliance with company policies, legal requirements, and customer specifications.
- The candidate will be able to compile and analyze data, maintain historical information, and engage in strategic priorities as needed.
Basic Qualifications:
- This position emphasizes skills and experience. Will consider a high school diploma or equivalent (GED) with at least 14 years of professional Contract Administration related experience, 10 years of relevant experience with bachelor's degree or related discipline or a master's degree with 8 years relevant experience
- Strong proposal development skills, solid negotiation skills, and excellent oral and written communication skills
- Experience managing a team of employees to complete tasks with competing priorities under tight deadlines
- Knowledge and ability to research and interpret FAR, DFARS and other agency regulations
- Experience working with various stakeholders, such as program managers, business managers, engineers, buyers and legal counsel
Preferred Qualifications:
- Demonstrated people leadership and/or supervisory/management experience.
- Demonstrated ability to effectively communicate with and influence others
- Must possess excellent problem solving and decision-making skills that support accomplishment of discipline objective to resolve complex problems and minimize risk to the Corporation
- Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts
- Knowledge of ERP systems (S4 and Cost Point) and Contract Management System (CMS).
- Proficient in Excel, PowerPoint, Word, SharePoint, etc.
