The Opportunity:
CACI is seeking a detail-oriented Cost Estimator to support our Maritime Industrial Base Program. In this role, you will be responsible for preparing cost estimates for manufacturing, construction, and service-based projects to assist management in pricing decisions and competitive bidding. You will analyze rates, subcontractor costs, and other direct costs (ODCs) while ensuring compliance with estimating policies and procedures. Your expertise will support strategic decision-making, risk mitigation, and proposal development in a fast-paced, mission-critical environment.
Responsibilities:
• Prepare cost estimates for product manufacturing, construction projects, or services, supporting pricing strategies and competitive proposals.
• Ensure compliance with estimating policies and procedures, while determining pricing policies and maintaining alignment with government regulations.
• Identify proposal risks, develop "what-if" scenarios, and recommend mitigation approaches to enhance cost accuracy and financial stability.
• Conduct rate analysis and cost/pricing analysis for subcontracts and ODCs, supporting cost volume efforts in proposal development.
• Participate in milestone reviews, proposal reviews, and color team reviews, providing cost analysis and recommendations.
• Support proposal audits and collaborate with the Defense Contract Audit Agency (DCAA) to ensure compliance with federal cost regulations.
Qualifications:
Required:
• Active SECRET Clearance.
• A minimum of 5 years of relevant experience in cost estimating, pricing analysis, or financial planning with a BA/BS or MA/MS degree (additional years of experience may substitute for the degree requirement).
• Strong knowledge of cost estimation methodologies, including labor, material, subcontractor, and overhead cost analysis.
• Experience in government contracting and procurement with a focus on DCAA compliance and proposal auditing.
• Proficiency in Microsoft Excel and cost modeling tools to develop, analyze, and present cost estimates.
• Strong analytical skills with the ability to evaluate cost trends, rate structures, and pricing policies.
Preferred:
• Experience analyzing NAVSEA contracts to assess cost, pricing, and estimating methodologies.
• Demonstrated expertise in conducting parametric cost estimates to support strategic pricing and budgeting.
• Knowledge of establishing cost estimating ratios (CERs) to enhance cost model accuracy and forecasting.
