We are seeking a highly experienced Strategic Engagement SME with deep expertise in counterintelligence (CI) and multi-agency coordination. In this role, you will drive collaboration across defense and intelligence entities, identify long-term partnership opportunities, and develop strategic decision briefings with actionable recommendations.
Responsibilities
- Develop and enhance CI support strategies for the Department of Defense (DoD) and the Defense Industrial Base (DIB), ensuring alignment with national security priorities.
- Assess and counter state-based and global terrorist threats targeting the DoD and DIB, identifying adversary intelligence tactics and methodologies.
- Build and maintain critical relationships with the Defense Counterintelligence and Security Agency (DCSA), DoD, Intelligence Community (IC), and U.S. Government (USG) agencies to advance the National Industrial Security Program (NISP).
- Provide expert input in transitioning strategic concepts into operational execution, supporting joint planning efforts and developing courses of action (COAs).
- Contribute to the development of Tactics, Techniques, and Procedures (TTPs), Concepts of Operation (CONOPS), and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) reviews.
- Conduct in-depth research on evolving threats to U.S. critical infrastructure and key national security interests, ensuring proactive defense measures.
- Participate in high-level policy, strategy, and compliance discussions related to CI and IC coordination, influencing decision-making at senior levels.
- CI Provide insights on counterintelligence investigations, inquiries, and CI security integration within defense and government operations.
Qualifications
- Bachelor's degree (BS) in a relevant field.
- Active TS/SCI clearance required.
- Minimum 15 years of counterintelligence experience, supporting DoD entities or defense contractors.
- Strong background in CI investigations, inquiries, and functional services.
- Expertise in Military Department Counterintelligence Organizations (MDCOs), Combatant Commands, and the National Counterintelligence and Security Center (NCSC).
- In-depth knowledge of national and DoD CI policies (e.g., E.O. 12333, DoD 5240 series).
- Proven experience in CI support to Research, Development, and Acquisition (RDA) and Critical Infrastructure Protection (CIP).
Preferred Qualifications:
- Master's degree in a relevant field.
- Experience briefing senior government and military leadership on CI strategies and threat mitigation.
- Prior work supporting joint interagency planning efforts at the strategic level.
