Project Overview:
USSTRATCOM/J61 oversees and directs USSTRATCOM's Command, Control, Communications, and Computers (C4) Information Technology (IT) engineering activities including development, maintenance, and oversight of architecture and engineering solutions in support of the USSTRATCOM mission and enterprise capability requirements for Nuclear Command and Control, Cyber, Electromagnetic Spectrum Management, and Missile Defense mission areas.
J61 Division - Area of Responsibilities (for situational awareness):
• Provides technical expertise, direction, and oversight for Nuclear Command, Control, and Communications (NC3) and C4-IT engineering programs that span USSTRATCOM's current and future mission sets.
• Investigates and recommends new technologies and develops strategies to meet USSTRATCOM's evolving capability requirements.
• Develops operational C4-IT architectures and ensures solutions meet Presidential, DoD, and USSTRATCOM's mission requirements.
• Plans and executes duties as the designated Functional Manager for 1) Architecture & Engineering, and 2) Cloud Engineering.
• Conducts new technology market research, prepares Business Case Analyses (BCA) to advise leadership on new capabilities, and leverages national labs, industry, and academia best practices when developing C4-IT and NC3 architectures, engineering solutions, roadmaps, and support to other Service Owners and Managers.
• Drives innovation through process improvement and developing/implementing/supporting potential and validated solutions in the following technology areas to meet future Presidential, DoD and USSTRATCOM requirements: C4-IT, NC3, Artificial Intelligence (AI), Machine Learning (ML), electromagnetic spectrum, cybersecurity, cloud computing, and DevSecOps.
• Provides technical oversight on Systems Engineering (SE) and related technical processes to include change control and configuration management; Provides technical oversight on System and Functional Architecture developments derived from the Enterprise Architecture artifacts and C4-IT Roadmap.
Qualifications:
• Active Top Secret security clearance w/ SCI eligibility (minimum). Active TS/SCI security clearance nice to have.
• Senior-Level Systems Architect shall possess an intermediate or higher architecture certification within the last three (3) years. (e.g. The Open Group TOGAF certification).
• Bachelor’s degree in any engineering discipline or Computer Science may be substituted for one (1) year of SE experience. In lieu of SE experience, a Master’s degree in any engineering discipline or Computer Science may be substituted for three (3) years of experience.
• Minimum of eight (8) years’ demonstrated expertise developing operational and functional requirements at the CCMD level.
• Minimum of four (4) years documenting and translating Mission and Operational views, requirements, and capabilities needs into models that support MBSE, MOSA, and other capability engineering activities.
• Expertise in developing and validating C4ISR/ Department of Defense Architecture Framework (DoDAF), utilizing various sub-component models and artifacts, and producing operational, capability, and system views.
