Position Summary:
Redhawk Administrative Services, LLC is seeking an experienced Data Manager to support financial analysis and reporting tasks for the Military Sealift Command's financial operations. The data manager will be responsible for managing, analyzing, and presenting financial data from multiple data repositories, including NERP, Navy Data Platform (NDP), Advana, and Jupiter. The Data Manager will also develop standardized data collection processes, perform in-depth financial analysis, and provide reporting to inform decision-making at various command levels. They will lead a team of data analysts and be the primary Data expert on the program.
Essential Duties & Responsibilities:
Data Collection & Management Support
• Develop and implement data collection processes, tools, and procedures to track and maintain financial data from multiple sources, including NERP, NDP, Advana, and Jupiter.
• Structure financial data collection to enable aggregated ("roll-up") and disaggregated ("drill-down") reporting at different levels, including command, fund, vessel, program, and organizational structures.
• Ensure that data collection processes comply with DoD policies, directives, and data security regulations.
Data Analysis & Financial Evaluation
• Conduct in-depth financial analysis to assess financial operations, variances to budget plans, and overall command financial health.
• Apply statistical and financial analysis techniques to identify trends, discrepancies, and inefficiencies in financial performance.
• Perform trend analysis to evaluate financial performance over time and provide actionable recommendations for process improvements.
• Support reconciliation efforts by reviewing and validating financial data across multiple platforms.
Data Reporting & Visualizations
• Package financial data findings into clear, concise, and visually appealing reports and presentations for leadership review.
• Develop standardized financial reporting templates and dashboards to facilitate ongoing performance monitoring.
• Ensure that data visualizations accurately reflect financial trends, variances, and operational performance.
Data Tracking & Process Improvement
• Provide process improvement recommendations for financial data tracking, reporting, and management.
• Identify and resolve discrepancies between internal and external data sources to ensure data integrity and accuracy.
• Develop strategies to enhance financial data management, tracking, and reconciliation.
Desk Guide & SOP Development
• Document standard operating procedures (SOPs) for financial data management, analysis, and reporting.
• Develop and maintain desk guides to ensure consistency in financial transactional processes within MSC.
• Ensure all documentation is updated, standardized, and accessible for relevant stakeholders.
Personnel Management
• Supervise and mentor data analysts, ensuring they have the necessary tools, training, and support to analyze financial data.
• Coordinate with cross-functional teams, including financial analysts, IT personnel, and leadership, to align data management processes with organizational objectives.
• Establish performance metrics for team members, provide regular feedback, and implement process improvements to enhance efficiency and accuracy in financial data reporting.
Education & Experience Requirements:
Education
• Bachelor's Degree in Data Science, Computer Science, Statistics, Mathematics, Business Analytics, or a related field from an accredited institution.
• OR 7+ years of professional experience as a Data Manager in lieu of a degree.
System Experience
• Navy ERP (NERP) (Preferred), DoD SAP based Financial Systems (Preferred)
• Experience managing, analyzing, and reporting financial data from NERP, NDP, Advana, or Jupiter (Required).
• Proficiency in Microsoft Excel, Power BI, SQL, and other data analysis tools (Required)
Experience
• Minimum 5+ years of experience as a Data Manager, with measurable experience in analyzing and evaluating financial data.
• Strong knowledge of financial operations, including commitments, obligations, expenditures, accounts payable/receivable, and budget execution.
• Strong understanding of data governance, compliance, and security regulations in a DoD environment.
• Ability to develop structured data collection and reporting processes to support financial decision-making.
• Excellent communication and presentation skills with experience preparing reports for leadership.
