Job Description Summary:
The Cost Estimating Manager, reports to the Director of Finance Transformation, and is responsible for leading and developing a cost estimating team supporting all proposal and pricing activities at Draper. This is a highly visible role in Draper that works closely with all proposal team members, subcontractors, customers, and program office leadership in the development of cost proposals. This role supports proposal development for all proposal types and pricing activities from sole source to competitive new business pursuits. This role leads all estimating and pricing activities and supports the business winning phase reviews in all pre- and post-proposal submittal activities. This role will foster an environment of adherence to applicable policies, procedures, and Federal regulations. The role will need to be customer focused, able to manage multiple priorities, and guide the cost estimating team in effectively delivering current, accurate, and complete pricing for proposals. As a manager, this role will engage with business and finance leaders to help develop acquisition and estimating strategies. To be successful, this role will need to be to work as part of a team and develop strong internal relationships across the matrixed organization. Lastly, this role will focus on continuous improvement, and will actively develop appropriate team projects with a focus on optimizing the Cost Estimating Teams' contribution to Finance and Draper.

Job Description:
Duties/Responsibilities
- Leads the cost estimating team in all estimating and pricing activities across Draper
- Leads estimating in a matrixed environment to deliver internal/external customer expectations and as required in the Draper proposal process.
- Will actively participate proposal color team reviews for cost estimating, including leading cost reviews ensuring cost development and fee is current and accurate, and within acceptable guidelines.
- Will provide proposal teams with thought analysis and support in post-submittal activities including contract negotiations, and the review and sign-off of final negotiated cost & pricing during the proposal sweep process.
- Supports phase review and capture plans, including price-to-win evaluations and recommendations.
- Provides knowledge of FAR/DFARS and other applicable government regulations relevant to estimating and proposal development for Draper customers.
- Supports the development of the team, and fosters and environment of continuous improvement
- Actively supports the maintenance and of cost estimation policy, procedures, and related documentation to maintain estimating system compliance
- Will be the estimating interface with internal and external auditors as required.
Skills/Abilities
- Experience leading and supervising teams
- Prior leadership experience in cost estimating in the Defense industry
- Experience with applying knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and/or other Government Procurement regulations in proposal development.
- Able to obtain and maintain a DoD Security Clearance - Secret.
- Advanced MS Office Skills (Excel, PPT)
- Experience with ProPricer and BOE Pro
- Experience working on competitive and sole source proposals
- Demonstrated ability to lead teams in a dynamic deadline driven environment.
- Demonstrated ability to develop and mentor a team of cost estimators
- Able to work both independently (self-guided) and as an integral team member
- Excellent written and oral communication skills with demonstrated experience briefing all levels of management
- Demonstrated ability to think strategically and be detailed oriented
Education
- Bachelor's degree; Accounting, Finance, or related major.
- MBA, and/or equivalent experience, strongly preferred.
Experience
- 10+ years of experience in proposals, cost estimating, or applicable industry experience in finance
- 6+ years of experience with an MBA, in proposals, cost estimating, or applicable industry experience in finance
