Description:

The Change Manager is responsible for the overall integrity and efficiency of the Change Management (CM) process within ServiceNow, including the Just-In-Time (JIT) review process. This role ensures all Change Requests (CRs) are accurately submitted, triaged promptly, processed according to established policies and procedures, and that appropriate access is granted through timely JIT reviews, while maintaining compliance with DoD security standards.

About the Role

Metronome is seeking a Change Manager to ensure the integrity, efficiency, and compliance of the Change Management (CM) process within ServiceNow for a DoD environment. This role oversees the Change Request (CR) process, including Just-In-Time (JIT) reviews, ensuring that all changes are properly submitted, reviewed, and approved while adhering to DoD security standards. The Change Manager also collaborates closely with security teams, facilitates emergency requests, and continuously improves CM workflows.

This role may require occasional after-hours support for time-sensitive JIT approvals.
Key Responsibilities


Change Request (CR) Management
  • Oversee CR intake and triage, ensuring completeness and compliance within SLA guidelines.
  • Manage the CR approval process, working with Change Control Board (CCB) and Change Advisory Board (CAB) stakeholders for timely reviews.
  • Process and review JIT requests, ensuring access approvals align with authorized CRs or incidents.
  • Enforce CM policies and procedures, ensuring consistency and compliance across all change activities.
  • Facilitate emergency CRs, prioritizing mission-critical needs while maintaining process integrity.


Security & Compliance
  • Ensure all CRs align with DoD and cybersecurity policies (e.g., NIST 800-53, DoD 8500.01).
  • Process and document security exceptions related to Change Management when necessary.
  • Collaborate with security teams to assess risks and ensure compliance.
  • Enforce artifact management by ensuring required documentation (test plans, deployment plans, security reviews) is attached before approval.


Continuous Improvement & Workflow Optimization
  • Identify and report workflow inefficiencies or defects for resolution.
  • Recommend process enhancements to improve CM workflows, including JIT processes.


Reporting & Training
  • Track and report key performance indicators (KPIs) such as SLA adherence, backlog size, and success rate of changes.
  • Generate regular reports on CM performance, trends, and improvement opportunities.
  • Analyze CM data to identify bottlenecks and optimization strategies.
  • Develop and update CM training materials and documentation for stakeholders.
  • Conduct training sessions on CM processes, best practices, and tools.
  • Maintain audit trails for all CM activities to support compliance audits.
  • Provide daily CM updates for the Morning Operations Brief (Monday-Friday).

You are a detail-oriented Change Manager with experience overseeing Change Management processes in a DoD environment. You have a strong understanding of ServiceNow, JIT approvals, and security compliance. You thrive in fast-paced environments, can enforce policies effectively, and are committed to process improvement and stakeholder collaboration.
