Responsibilities:
The successful Acquisition Systems Analyst will provide acquisition system support and expertise for multiple government acquisition offices. The selected candidate will demonstrate an understanding of technical specifications based on business requirements and functional specifications. S/he will use expertise in the HHS acquisition domain to analyze and propose solutions and enhancements and will provide end-user help desk support to the government's acquisition office and customer users for the following systems:
In addition, they will also assist in requirements gathering, performing application testing, and preparing technical and end user documentation for various system functionality, processes and procedures. The selected candidate will also aid with the oversight of help desk activities, acting as a mentor to junior analysts, providing updates to external support teams, and working with the Help Desk Lead to ensure operations function smoothly and SLAs are met.
Requirements/Qualifications:
This position requires a Bachelor's degree in a computer science, IT, or business-related field and 3 years of experience working with federal acquisition systems and processes. The selected candidate must be able to obtain and maintain a Public Trust clearance.

- PRISM: A COTS contract-writing application developed by Unison (formerly Compusearch Software Systems)
- UFMS: HHS's Oracle Financials 12c-based finance system
- FPDS: The Federal Procurement Data System - a reporting system used federal government-wide
- PSC WorkSmarter: An Appian, Blue Prism, and Oracle based platform that hosts various federal applications, including case management, reports, dashboards, workload tracking, agreement processing, budget formulation, and electronic file repositories
In addition, they will also assist in requirements gathering, performing application testing, and preparing technical and end user documentation for various system functionality, processes and procedures. - At least 3 years' experience working in the HHS Consolidated Acquisition Solution (HCAS) environment
- Preferred skills:
- Oracle Database 11g , SQL, PL/SQL
- Appian design experience
- Experience with the project lifecycle development process (analysis, design, code, test, migrate)
