Columbia Technology Partners is currently looking for a System Engineer Level 2 or 3 SPLUNK Architect with working knowledge of Agency Systems to support integration with ESO's metrics system. The System Engineer will provide support to Enabled Source Operations (ESO) access(es) through the revitalization of a metric system that will incorporate data from several agency production systems as well as ESO controlled NIFIs. The metric system will bring all this information together into a one stop shop tool for engineers, analysts and managers to use on a daily basis and will require a variety of views for all the different personnel using it. This task will require knowledge of agency production systems, SPLUNK, Confluence and understanding of Linux operating systems. This task entails working with each program's respective ESO team, Intelligence Community (IC) partners, and Target Office of Primary Interest (TOPI) for optimization purposes. The System Engineer will need to know what the following systems do and how to preform API pulls: REGISTRY, COSMIC, GRANDALCHEMY, DMR, PLATINUMSTAR, AFE, UTT, TKB, EPIC, PROPERORDER, SILENTVIEW, QUEENSTEA, MAGIC8BALL, HAVEN. The primary program of focus for this effort is ESO Data Services.

Performance Objectives/Tasks:
  • Support ESO Mission Support's Data Services Team to update/register existing metrics system or design and implement a sound process to generate and display a new ESO dataflow metrics using Elastic Search / Kibana or similar tools. Support ESO Mission Support's Data Services Team in designing and implementing a sound process to generate and display ESO dataflow metrics using a big data metric tool such as Splunk or ELK.
  • Collaborate to identify and document information and capability needs, stewarding associated requirements per engagements with solution providers and other enabling organizations.
  • Represent ESO interests as the dataflow metric tools evolve. As needed, support ESO Collection Managers and ESO Technical Leads, as well as others, in order to help them: answer metric related actions in a timely manner, understand the data feed prioritization process; establish appropriate weightings for ESO-related measures; contribute qualitative and quantitative input to the prioritization; and analyze and assess the validity of results.
  • Partner with domain SMEs to develop a working understanding of current business objectives, data, tradecraft, stakeholders, and analytic workflows within the ESO mission area in order to introduce advanced analytic methods.
  • Collaborate with ESO analysts and developers to understand current analytic needs, establish a good working knowledge of common procedures, capabilities, and methodologies of ESO.
  • Design, document and provide discovery and analytic services to the Enabled Sources Operations (ESO) organization within the Collection, Exploitation & Cryptanalysis Operations (CECO) organization. If needed, assist with transition into a customer facing prototype and transfer to production.
  • Document and build user awareness of advanced analytic logic to ensure that its results can be understood and evaluated. Where possible include advanced users in the quality control and improvement process.
  • Create a solution to pull metrics from agency Production Systems using Rest API, Jupyter Notebook or various other methods.
  • Run solution through full production registration.

Task Activities:
  • Provide monthly status report addressing the above-listed task description areas and highlighting major milestones and achievements.
  • Document and share processes and outcomes with government stakeholders.
  • Provide input in the following technical areas:
    • Network Analysis
    • Network Intelligence Analysis
    • SIGINT Research and Target Development
    • Big Data Analytics
  • Identify and document technology-related methods (tools, techniques) appropriate to client challenges.
  • Assist in briefing methods and results to office leadership and other analysts, as appropriate.
  • Provide on-the-job training and knowledge transfer to government and military analysts.
  • Provide classified input, via email, informal and formal discussions, PowerPoint slides, Excel spreadsheets, Word documents, or other documentation per guidance from ESO government leads, on issues related to any of the above-listed description areas.
  • Produce methodologies that describe the analytic processes used to evaluate and analyze the signals environment of assigned access(es).

Qualifications:

System Engineer Level 2:
  • Fourteen (14) years experience as a SE in programs and contracts of similar scope, type and complexity is required . Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required . Five (5) years of additional SE experience may be substituted for a bachelor's degree.

System Engineer Level 3:
  • Twenty (20) years experience as a SE in programs and contracts of similar scope, type and complexity is required. Demonstrated experience in planning and leading Systems Engineering efforts is required. Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor's degree.
