Sr. Budget Analyst (4787)

Ocean Bay, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Sr. Budget Analyst located in Washington, D.C.

Position Responsibilities:

• The contractor shall provide support to federal staff in performing federal financial management operations consistent with the DHS Planning, Programming, Budgeting, and Execution (PPBE) cycle.
• The contractor shall assist in the development of budget requests, Over-Guidance requests for the Resource Allocation Plan, Congressional Justification and presentation of findings to DHS Senior Executives, Investment Review Board (IRB), OMB, and Congress.
• The contractor shall assist in providing support and subject matter expertise for the following tasks: develop cost models, perform analyses, perform trend analyses, and support accepted performance based metrics reporting requirements.
• The contractor shall assist with the following tasks in the financial support services area: prepare/review of business cases, Exhibit 300's, budgeting, cost estimation and modeling, cost monitoring, cost-reduction strategies, and other financial consulting services.
• All work must comply with established OMB and department policies and procedures.
• The contractor shall assist in preparing and delivering monthly budget execution status of funds reports, provide weekly budget summaries regarding CHCO taskers and other budget related activities and provide weekly summary reports on the status of budget execution activities.
• These reports shall include budget execution, status report narratives, issues and recommendations as well as schedules.
• The contractor shall assist in the preparation of the Executive Report summary, which summarizes all tasks received, cites the date sent out and received; the activity status of each item shall be provided.

Position Requirements:

• Bachelor's degree: Master's degree preferred
• 10+ years' experience with financial support services area: prepare/review of business cases, Exhibit 300's, budgeting, cost estimation and modeling, cost monitoring, cost-reduction strategies, and other financial consulting services.

• Must be a US Citizen with the ability to obtain a US Government Clearance if required.

• Top Secret Clearance

• Must be a US Citizen with the ability to obtain a US Government security clearance.
• Successful Pass of Bennett Aerospace Background Investigation, Drug Screening and Credit Check
