JOB TITLE: FACILITIES SECURITY OFFICER

DEPARTMENT: SECUIRTY

REPORTS TO: DIRECTOR OF HR

This position offers the option to be either full-time or part-time, based on candidate capabilities. However, this role primarily requires on-site presence at our Hollywood, MD location.

JOB SUMMARY:

As Facility Security Officer will be responsible for the administration of the government security program in accordance with the National Industrial Security Program Operation Manual, and Intelligence Community Directives. Additionally, this role will be responsible for championing ITC compliance efforts in the US, including supporting ITAR/EAR licensing efforts, providing training, reviewing business processes for ITC risks and implementing new processes as needed.

DUTIES/RESPONSIBILITIES:
  • Maintain US Government and company security policies in accordance with NISPOM
  • for USG programs
  • Maintain security requirements and controls for facilities and systems where National Security Information (NSI) is processed, stored, or transmitted
  • Serves as the technical expert in the associated regulatory requirements of government classified programs developing business policy, procedures and training in the administration of the security program requirements.
  • Access control responsibilities including management of employee badges / access cards
  • Process Visit Requests for US Government - DoD & US Government contractor sites
  • Interface with customer(s) Industrial Security Agents
  • Perform NISP Annual Self-Inspection


  • Review, process and disposition Department of Defense Contract Security Classification Specifications (DD254)
  • Prepare summaries of security incidents, violations, suspicious contacts, and any other adverse information for local and corporate management review
  • Facilitate and manage Insider Threat Program
  • Receive, transfer, control and ship all classified material for the facility
  • Provide employees with security awareness education as required by the NISPOM and company
  • Maintain facility and personnel information in JPAS/DISS and NISS
  • Process new hire clearance requests and re-investigations through JPAS
  • Provide International Travel Briefings
  • Assist with implementation of ITC processes (e.g. product tagging, boycott reviews, screening, etc.) in appropriate departments
  • Support business questions and issues on ITC matters
  • Ensure proper management of relevant export authorizations
  • Facilitate live and/or online ITC training
  • Facilitate identification & escalation of potential export control related process gaps and violations
  • Support the implementation of any necessary remedial measures
  • Ensure there is proper management of export control recordkeeping
  • Support ITC audit activities (internal and external) Basic Qualifications: * Bachelors' Degree, or
  • Perform other duties as required


BASIC REQUIRMENTS:

  • Bachelor's Degree with 5+ years of relevant experience or an additional 4+ years of experience in lieu of degree
  • Active US Secret clearance, US Citizen
  • Current FSO certification through DSS COMSEC Custodian training certificate
  • Thorough understanding of security databases such as JPAS/DISS, SWFT, eQIP , eFCL NISS and ISFD
  • 2+ years of experience supporting SAP/SCI Programs
  • Experience Maintaining a Special Access Program Facilities
  • Experience with preparing and issuing DD-254 per the contractual requirement
  • Strong interpersonal skills to communicate effectively, ability to manage multiple tasks simultaneously, make decisions amid ambiguity and meet deadlines.
  • Strong leadership skills to include being a self-starter that can deliver results with minimal supervision and functions with high ethical standards.
  • Ability to display tact, discretion, and diplomacy in dealing with all levels of employees and stakeholders.
  • Strong working knowledge of Intelligence Community Directives (ICD), Department of Defense (DoD) security requirements and the National Industrial Security Program (NISP).

PREFERRED QUALIFICATIONS:
  • Experience implementing a classified material safeguarding program preferred.
  • Knowledge of Access Control and Intrusion Detection System
  • Contractor Program Security Officer ("CPSO") experience
  • COMSEC Experience
  • Proficiency with the ITAR, EAR, and other US trade control regulations
  • In depth knowledge of the NISPOM, UL-2050, COMSEC and other program mandated government security regulations
  • Familiarity with OBMS, RMF and eMASS applications; experience developing and implementing OPSEC plans
  • Proficient in assessment and application of export regulations and commodity jurisdiction and classification determinations
  • Compliance focus-ability to enforce industrial security requirements; refine processes based on changes in regulatory guidance and lessons learned
  • Background and/or knowledge of BATFE regulations and FEL/FFL requirements
  • Experience with compliance programs for a complex business


PHYSICAL REQUIREMENTS:
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 10 pounds at times.
  • Ability to move about a manufacturing facility.
