Apogee is looking for a talented Security Cooperation Operations Analyst to support the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). This high-impact position will provide subject matter expertise in international affairs, national security policy, and/or Foreign Military Sales (FMS). DASA DE&C's mission is to manage the US Army's Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance.

Clearance: Must have and be able to maintain a Secret Security Clearance.
Education: High School Diploma
Years of Experience: 14 years of experience, including 10+ years of experience in applied security assistance experience while serving as a uniformed member of the armed forces or a US government employee in lieu of a degree.

Education and Years of Experience:Bachelor's Operations Research-related degree (i.e. Engineering, Computer Science, or Operations Research Analytics) with 8 years of relevant experience, including at least 2 years of experience applying operations research best practices, working with Access databases and queries, building analytic dashboards, performing analysis in Excel.

Responsibilities
- Perform strategic planning and analytical services, including research and data analytics
- Use tools such as Common Workforce Analysis Tool and MS Excel to perform modeling, build dashboards, data analysis, updates, and change implementation
- Support review and analysis of technology transfer and disclosure matters
- Provides support to draft, coordinate, and make recommendations on export control policies and procedures regarding initiatives or approved programs as they apply to FMS and Direct Commercial Sales (DCS) cases and other initiatives or approved programs.
- Facilitate the rapid research, retrieval, input and modification of Army international technology transfer policy and implementation guidance in support of Army Security Assistance Programs.
- Conduct research and analysis to support assessments of selected Army acquisition programs and identify opportunities for security cooperation, including shortfalls, corrective measures, and metrics for subject tasks
- Perform analysis of Army security cooperation technology transfer, disclosure activities, and related documentation to ensure compliance with DoD and US Army directives regarding disclosure of DoD information on cooperative programs and direct commercial sales
- Support assessment of FMS security cooperation tools
- Support development of Army staff positions on security cooperation matters by providing analysis and dashboards enabling informed decision making
- Inform trip books, information papers, and briefings to support key General Officer/Senior Executive Service meetings with foreign counterparts

- Be able to obtain expertise in Common Workforce Analysis Tool models, data fields, annual updates, and change implementation without jeopardizing project schedule.
Additional Experience:
- Foreign Military Sales (FMS) process
- Munitions licensing and technology transfer rules and procedures
- DoD, DoD Directive 5230-series, and Army regulations relevant to international affairs and/or national security policy
- Effective, efficient written and oral communication skills
- Self-motivated, detail oriented, responsible team player able to work independently with minimal daily direction
- Ability to perform analytical work and provide easy to understand, data-driven recommendations
- Open to occasional travel
