Apogee is looking for a talented Senior Program Manager to support the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). This high-impact position will provide subject matter expertise in international affairs, national security policy, and/or Foreign Military Sales (FMS). DASA DE&C's mission is to manage the US Army's Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance.

This is a full-time opportunity in at Arlington, VA.

Responsibilities

  • Lead a team of professionals with experience and knowledge of security assistance, security cooperation, and technology transfer programs in support of DASA DE&C
  • Serve as primary company POC responsible for overall performance of contract
  • Provide concept briefings and briefing materials, white papers, issue papers and concept papers on Security Cooperation, export control issues and Armaments Cooperation programs and activities as required.
  • Prepare and lead periodic progress meetings with company and customer leadership ensuring appropriate staffing levels, technical progress, risk management, and completion of tasks within cost, schedule, and performance quality targets
  • Ensure contractor staff complete maintain all security, safety, and training requirements
  • Collaborate with Talent Acquisition team to generate position descriptions, conduct interviews, and make hiring recommendations
  • Prepare and furnish to the government quarterly status reports (including license reviews and events) during the previous quarter.
  • Prepare and furnish to the COR a final briefing and report summarizing the work performed (for each funding type) and the results/conclusions developed.
  • Provide support to conduct assessments of selected Army acquisition programs to identify opportunities for security cooperation and to identify requirements for and compliance with DoD and Army directives regarding program protection and end use monitoring.
  • Provide support to evaluate Army security cooperation technology transfer, disclosure activities, and related documentation to identify requirements for and compliance with DOD and U.S. Army directives regarding disclosure of DOD information related FMS.
  • Assess opportunities to leverage FMS security cooperation tools. Assist with organizing and hosting meetings with industry to discuss pertinent research and development issues
  • Provide technical support to the DASA DEC for the FMS of legacy, Interim Force, and Objective Force weapons systems and components.
  • Draft, coordinate and make recommendations pertaining to the FMS business strategy, considering technology transfer and other relevant procedures to ensure Army equities are preserved.
  • Advise the DASA DEC and Director, Partner Relationship Management on all facets of program execution to enhance the overall effectiveness.
  • Oversee training initiatives to ensure Army personnel receive training and modern business tools needed to more effectively and efficiently meet their requirements.


Qualifications

Minimum Experience:

Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a Secret Security Clearance.
Education: High School Diploma
Years of Experience: 16 years of relevant experience, including at least 10 years of uniformed service providing security assistance and/or armaments cooperation.

Additional Experience:

  • Project Management Professional (PMP) certification (preferred)
  • Knowledge of DoD, DoD Directive 5230-series, and Army regulations
  • Effective, efficient written and oral communication skills
  • Self-motivated, detail oriented, responsible team player with strong leadership skills
  • Ability to work and interact with technically and organizationally diverse personnel
  • Open to occasional travel


Preferred Qualifications:
Education and Years of Experience: Bachelor's degree with 10 years of relevant experience, including at least 6 years providing security assistance and/or armaments cooperation.
