Description
SAIC's Horizon program is seeking a Principal Budget Analyst to support the U.S. Space Force's (USSF) mission of delivering warfighter capability via the Program Executive Officer for Operational Test and Training Infrastructure (OTTI). The position is available in Colorado Springs, Colorado.
The Horizon program is supporting Government weapon systems program offices with subject matter experts that have a background with test, training, and tactics development to provide enterprise solutions in support of the USSF and Joint warfighting community. Horizon team members provide systems engineering development and integration expertise in support of various capabilities that protect and defend the Nation's most valuable space assets. Our team is at the forefront of the advising and assisting the Government with their architecture and full lifecycle systems engineering processes that enable key systems to meet warfighter needs.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

Fun stuff you will do on the job:
- Develop and maintain organizational financial databases.
- Coordinate financial issues, tasks, and requests for senior leader decision and information briefings.
- Record program commitments, obligations, and expenditures in accordance with DoD benchmarks and provide quarterly reports.
- Assist the Business Financial Manager to manage contract actions.
- Reconcile accounts and resolve discrepancies.
- Coordinate and attend financial management meetings, training sessions, database briefings, and software changes or updates.
- Participate in budget queries.
- Prepare financial status reports.
- Perform budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets.
- Perform budget formulation work involving preparation of detailed analyses and estimates of funding needs for one or more budget years.
Qualifications
This is you:
- Bachelors and 9 years or more of related experience within financial management of major programs or 4 additional years of experience in lieu of degree.
- Must have an in-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
- Must be willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination.
- Experience in the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and the DoD Planning, Programming, and Budgeting Systems (PPBS).
- Knowledge of Program Objective Memorandum (POM), Future Year Defense Plan (FYDP) Defense Guidance, and Joint Strategic Planning Systems.
- Excellent written and oral communication skills.
- Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
- Skill in gathering, assembling, and analyzing factual information, such as in accounting reports, payroll records, work reports, or inventory and supply data.
- Advanced skills with MS Office tools particularly MS Excel.

- Master's degree in business management, technical management, and/or engineering.
- Professional certifications (e.g., PMI PMP).
- Experience in the National Security Space and, or the Space Control mission area.
