Position Description
The Deputy Field Program Manager (Field Lead) is responsible for overseeing and managing all contract personnel supporting the FAA Field Facilities under the Contractor Training Solutions (CTS II) contract. This role ensures the efficient execution of all program management functions, including workforce oversight, subcontractor coordination, and operational support at FAA Field Facilities across the United States.
As the Contractor's official representative for technical and administrative performance, the Field Lead serves as the primary liaison between FAA Field Facility staff and the Contractor. This role requires frequent travel to various FAA locations to ensure the successful implementation of contract requirements.

Key responsibilities include:
- Managing all Contractor personnel and resources assigned to FAA Field Facilities.
- Coordinating staffing actions and personnel certifications necessary for FAA Field Facility operations.
- Overseeing the transition from the CTS contract to CTS II, including the implementation of Government-provided tools and processes for contract administration.
- Ensuring compliance with all contract requirements and supporting all field-related work efforts.
- Acting as the primary point of contact for administrative and technical matters at FAA Field Facilities.
Qualifications
Qualifications:
- Experience in program management, preferably in a field-based operational environment.
- Prior management experience in an Air Traffic Control facility or a comparable management role relevant to this effort with a minimum of 25 years of Air Traffic Control experience.
- A Government-approved PMP certification is required, or the candidate must obtain PMP certification within six months of the hiring date.
- Strong leadership, administrative, and organizational skills with demonstrated success in overseeing complex operations, managing contract personnel, and ensuring compliance with FAA requirements.
- Ability to travel frequently to FAA Field Facilities across the United States.
- Familiarity with Government-provided tools and processes for contract administration and workforce management.
- Excellent communication and organizational skills to serve as the primary liaison between FAA Field Facility staff and the Contractor.
- A minimum of 10 years of relevant experience in managing and administering programs or organizations of similar size, scope, and complexity.
- Bachelor's degree in Business Management or a related field relevant to the management of this effort from an accredited college or university.
- In lieu of a degree , 15 years of experience in the management and administration of comparable efforts is required.
- Must have a Public Trust security clearance.
- Must have a minimum of 2 years' experience serving as a Contract Site Supervisor.
