Overview

VTG is seeking a Senior Program Analyst (Environmental Effects Technical Lead) that has experience with USN transmission systems, device design, and placement of antennas for optimum performance to support the Executive Director, Program Manager, and Deputy Program Manager of NAVSEA 05H5. The position is a hybrid position where the Sr. Program Analyst will occasionally report to either VTG's Office in Washington D.C. or onsite at the Washington Navy Yard in Washington D.C.

What will you do?

  • Provide on-demand timely professional engineering support services to the Executive Director, Program Manager, and Deputy Program Manager of the Spectrum Relocation Fund (SRF) program. The requirement is for a proven communication, analytics, and strategic action officer capable person to provide Leadership with an understanding of engineering principles related to the use of certain Spectrum Bands while identifying impacts to the U.S. Navy's wireless communication operational battle space.
  • Proactively and re-actively respond to short and long-term tasking from SEA 05H5 Leadership, coordinating as necessary with other Engineering teams that falls within the customer's Task org to provide quality on time products to include briefs, information papers, analysis reports, establishment of Program Reviews, and risk registers.
  • Provide subject matter expertise regarding the application of transmission line, waveguide, antenna, and electromagnetic field principles. The scope includes being a direct liaison to SYSCOM Tech Warrant Holder (TWH) teams, NSWCDD RF Engineers, and Navy-Marine Corps Spectrum Center (NMSC) personnel along with actioning Taskers from DON CIO and/or OPNAV N2N6N1 and remaining in a proactive stance to assist the Navy customer to successfully execute the SRF Program so projects can be closed-out. You will be integral during the initial Feasibility Studies of Spectrum Bands being looked at for potential auction to ensure the USN's interests are protected while making 2700 MHz of Spectrum available for civilian use as part of the National Spectrum Strategy (NSS).

Do you have what it takes?

Required Skills:
  • A Master's Degree in a related field (electrical engineering, telecommunications engineering, computer science, etc.) and at least 5 years of related experience;
  • A Bachelor's Degree in a related field (electrical engineering, telecommunications engineering, computer science, etc.) and at least 10 years of related experience;
  • Must be an excellent communicator with the ability to establish rapport with various engineering teams to build stronger relationships between NAVSEA and these external organizations within the USN on behalf of NAVSEA 05H5 PM;
  • Must be comfortable in developing briefs for the NAVSEA 05H5 PM while also being comfortable with briefing on behalf of the PM as requested;
  • Must be organized with the ability to navigate between various networks and maintaining repository of SRF information;
  • Have previous experience with propagation modeling utilizing various RF Software (e.g. ADS, HFSS, Microwave Office, Genesys, Sonnet, etc.);
  • Understanding of DoD Engineering scheduling through the initial development to full rate production as part of DoD's Acquisition strategy;
  • Must be comfortable participating in technical meetings, working groups, forums, and tiger teams to ensure highest technical standards and considerations are being applied and utilized across all Navy SRF activities and across Navy Program Offices in direct support of NAVSEA;
  • MS Suite Proficiency - including Power Point, Word, Excel, Teams, and SharePoint;
  • Proactive and excellent customer service with management experience;
  • Creative, poised, and flexible supporting USN leadership;
  • Must have active DoD Secret Clearance and the ability to sustain one.

Preferred Skills:
  • 5+ Years DoD Civilian/Contractor management experience, prefer support to NAVSEA at the Washington Navy Yard in Washington D.C.;
  • Familiarity of DoD Spectrum Management;
  • Experience working with an engineering design team to design leading-edge hardware modules with a focus on small size, low noise, wide bandwidth, and/or high linearity;
  • Ideal candidate will have had experience with Lean Six Sigma practices and/or other process improvement efforts;
  • Previous experience dealing with the Spectrum Relocation Fund (SRF);
  • Prior Military experience relating to RF Systems and/or Spectrum Management; preferable within USN.

Pay Range: VTG's estimated starting pay range is $110 ,000-$155,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range
