ARServices is seeking a Technical Program Manager in the Fort Belvoir, VA Area.

Are you looking for your next challenge supporting research & development? Come join a dynamic team supporting the Defense Threat Reduction Agency's (DTRA) Research and Development (RD) Directorate! ARServices is seeking a qualified candidate to support the Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Counter Weapons of Mass Destruction Department (RD-CX), Counterforce Systems Division (RD-CXS).

The ideal candidates for this position will have experience in technical program and project planning and management support. This candidate will provide programmatic advice and assistance for R&D programs focusing on Counter Weapons of Mass Destruction (CWMD) technologies and provide support for developmental program planning and execution. This position is full-time. Some of the work will be performed in a government facility at Fort Belvoir, VA, and some at the company location nearby. Some situational telework may be permitted. This position requires a Top-Secret clearance with access to Sensitive Compartmented Information. Travel (up to 20% of the time) may be required.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
  • Assist in the management of cost, schedule, and performance of R&D programs related technical projects to ensure they continue to meet the objectives of the program.
  • Employ programmatic expertise to translate scientific information into required programmatic and fiscal documentation to support the planning, programming, budgeting and execution syste
  • Advise on risk assessment and risk management, business and contracting strategies, and technology transfers
  • Assist in setting portfolio, project, and product level strategy and priorities
  • Ensure portfolios are responsive and mapped to program goals and requirements
  • Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action
  • Support program management activities for technical reviews and studies to advance technical solutions for the detection of threat CBRN capabilities
  • Support interactions with Combatant Commands and DTRA customers with reviews relevant guidance and requirements to assist in identifying capability needs and functionally decompose requirements into discrete technology development initiatives and objectives for DTRA technical reconnaissance efforts
  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences
  • Advise, participate in, and provide assistance to cross-organizational, interdisciplinary, and sometimes international teams of scientists and engineers in developing and executing RDT&E plans to meet customer needs
  • Facilitate discussions and integration at meetings across the DoD Counter Weapons of Mass Destruction (CWMD) Indications and Warning (I&W) community
  • Provide planning, programming, budgeting and execution support for defense technology research and development programs in accordance with DOD Directive 5000.01 to government program manager
Security Clearance Requirement:
Active/current Top Secret/SCI clearance is required.

Required Qualifications:
  • BA/BS degree preferably in management or engineering
  • Previous Defense Acquisition Workforce Improvement Act (DAWIA) certification in Program Management or equivalent Defense Acquisition University (DAU) coursework
  • DoD Program Planning and Project Management expertise
  • Technical experience in CWMD sensing, unmanned aerial systems (UAS), and artificial intelligence/machine learning (AI/ML)
  • Counter Weapons of Mass Destruction (CWMD) policy and technology knowledge
  • Minimum of 5 years' experience with:
    • DoD Program Management
    • Research, Development, Testing and Evaluation (RDT&E)
    • Defense Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services
  • High-level proficiency with MS Excel, PowerPoint, and Word
  • Knowledge of DoD Directive 5000 series guidance

Desired Qualifications:
  • Previous experience as a USAF officer serving in AFSC 63Ax
  • Master's degree in management, business, science or engineering
  • Previous membership in DOD Acquisition Corps or Certified as a Project Management Professional (PMP).
  • Knowledge of the DoD acquisition policies including p reparing acquisition documents
  • Experience working at DTRA
  • Knowledge of one or more of the following areas: CWMD sensor technology, technical reconnaissance, UAS, AI/ML
  • Market research
