OVERVIEW:
We are seeking an experienced Part-time, remote Content Specialist to support efforts of the National Science Foundation (NSF).

We are seeking an experienced Part-time, remote Content Specialist to support efforts of the National Science Foundation (NSF).
- Provide grants management and business analysis expertise to complete the Business Systems Reviews (BSR) of NSF-selected Major Facilities
- With the BSR Operational Lead, liaise with Recipient Core Functional Area (CFA) Representatives, including during the Recipient Kickoff, Desk Review, and Site Visit
- Serve as subject matter expert for one or more BSR CFAs on a BSR:
- General Management
- Award Management
- Financial Management
- Budget Planning and Execution
- Human Resources Management
- Procurement
- Property Management
- Review BSR scope and develop the corresponding BSR Document Request
- Analyze Recipient documentation including policies, procedures, and sampling artifacts to highlight compliance issues, concerns, and gaps with NSF requirements
- Maintain supporting review documentation
- Explore themes or concerns with Recipient during teleconference or site visit
- Author assigned CFA sections of draft and final BSR Reports
- Suggest remedial action on issues of non-compliance, if any
- Write recommendations for improvement of Recipient Business Systems supporting the Major Facility
- Provide advice on Implementation Plan or resolution of recommendations as requested by BSR Lead
REQUIRED QUALIFICATION:
- Knowledge and understanding of one or more of the following business core functional areas (CFA): financial management, procurement, and property management
- Demonstrated experience (7-10 years) with progressively increasing responsibilities supporting review assessments (e.g., desk reviews, audits) for government science projects (construction and/or operations) particularly NSF, DOE, NASA, and DOD
- In-depth knowledge of CFR 200 and other OMB Federal cost/administrative regulations, particularly those pertaining to research administration of grants and agreements
- Skill in the use of standard electronic business tools, particularly Microsoft Office suite (Excel, Word, PowerPoint Teams, SharePoint, and Acrobat Pro
- Effective and demonstrated oral and written communication skills and ability to effectively interact with NSF staff and engage with science community stakeholders
- Organizational and effective time management skills
- Skill in document analysis, interviewing, with the ability to articulate and defend opinions, preferred
- Experience in Grants Management
