The Subject Matter Expert to the Director of DAP (SME-DAP) Corrections Advisor shall provide useful advice and sound management guidance to the Director of DAP and his/her staff to meet lawful and strategic objectives of the office, and to facilitate meetings and information flow to and from the Director General of the HNP, the HNP Director of Central Administration, the Minister of Justice, Directorate staff, and other Haitian government personnel and elected officials as appropriate. The advisor will incorporate into her/his duties the coordination with the HNP of all Director of Central Administration Administrative and Security aspects of the DOS/INL Washington/INL Haiti programs in Haiti. The advisor shall coordinate all activities with INL Haiti, attend regular meetings at the Embassy with INL Haiti and other U.S. Embassy offices, and be responsible for preparing written monthly reports, which not only details activities undertaken, but provides an assessment of challenges and successes to INL programs and the work of the DAP. Significant travel to various parts of Haiti to assist with programming, training, and ongoing projects will be required.

  • Work with INL Haiti and the GOH to identify assistance projects relating to DAP operations and act to avoid duplication with the United Nations and other interested international donors.
  • Assist HNP leadership to design and implement prison administrative structures and processes that improve the systems and processes for information flow and control.
  • Review plans, agreements, and official correspondence for the Director of the DAP and provide advice and guidance.
  • Advise the DAP on processes and management controls to improve prisoner health, sanitation, and nutrition. Make recommendations to INL Haiti and its implementing partners regarding additional INL assistance to improve detention conditions, prisoner health, sanitation systems, and nutrition.
  • Advise the HNP on standard operating procedures and management controls to strengthen DAP security practices.
  • Identify opportunities for DAP and INL Haiti to contribute to the reduction of extended pre-trial detention.
  • Advise INL Haiti in relation to planned corrections infrastructure improvements and other corrections projects.
  • Facilitate communication and direct interface between the Director of DAP, the U. S. Embassy, and INL Haiti and its implementing partners.
  • Keep accurate records and prepare concise reports keep INL Haiti regularly informed of programmatic, security, and political developments.
  • Participate in delivery of professional training to the HNP as needed.

Payrate: $171,600 + uplifts.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Associates degree or higher and/or Corrections Academy Certificate (minimum of 120 hours of correctional training) is also required. In-depth understanding of the mandate of the Haitian National Police.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.
  • Demonstrated minimum experience of three (3) year experience working with international programs to include coordinating, assessing, conducting, and managing facilities in an international setting in the Caribbean region or Latin America.
  • Provide subject matter expertise in program planning, design, technical assistance, and implementation.
  • Provide management expertise in specialized field of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects.
  • Demonstrated expertise and ability to solve complex and unusual managerial issues while exercising independent judgment
  • Ability to work effectively under pressure within short time constraints, and during times of rapidly developing events.
  • No negative prior experience working with INL, and never removed from any USG mission or civilian policing activity.
  • Excellent interpersonal and written and oral communication skills; proficient in Microsoft Word, PowerPoint, and Excel.
  • Speaks, reads, and writes in fluent English. (English, Haitian Creole, French-Preferred).
