We offer a comprehensive and competitive benefits package. The salary range represents a general guideline as ISI considers several factors when determining compensation to include but not limited to the candidate’s experience, education, skills, and market location of the position.

The salary range for this position is $130,000 - $160,000/year.

Position Summary:
ISI Professional Services is seeking a Project Engineer to support the National Park Service (NPS) at the White House and President’s Park. The Project Engineer will provide cradle-to-grave project management assistance, construction oversight, technical analysis, and stakeholder coordination on complex, high-visibility projects involving multi-year phasing, jurisdictional challenges, and sensitive historical and environmental constraints. The Engineer will oversee, manage, and inspect the work of various contractors for progress, quality, and compliance with contract documents. This role requires strong technical, communication, and conflict resolution skills and the ability to support the NPS Project Manager and Contracting Officer through all phases of project delivery.

Responsibilities:
1. Assist the NPS Project Manager in cradle-to-grave project management and administration.
2. Oversee and inspect the work of design and construction contractors.
3. Actively manage, monitor, and report on project progress, quality, and conformance.
4. Coordinate closely with Project Manager and stakeholders to resolve issues and delays.
5. Draft formal correspondence and project documentation for Government review.
6. Review Government and contractor-produced designs, shop drawings, submittals, and plans.
7. Assess constructability and logistical feasibility of proposed designs and plans.
8. Prepare scopes of work, independent government estimates, and technical documentation.
9. Assist with contractor proposal evaluations, fact-finding, and negotiations.
10. Track and review submittals, schedules, Division 01 compliance, and contractor payments.
11. Coordinate contract modifications, RPPs, and cost estimates.
12. Respond to RFIs and resolve disputes through coordination and clear communication.
13. Monitor overall contract performance and recommend corrective actions.
14. Participate in and document project meetings and weekly stakeholder calls.
15. Conduct field inspections and generate daily diaries, deficiency lists, and punch lists.
16. Ensure completion of close-out documentation including O&M manuals and warranties.

Minimum Qualifications:
• Must have a bachelor’s degree in engineering, construction, or related field from an ABET-accredited institution of higher learning WITH at least 8 years of relevant construction and engineering work experience AND a Registered Professional Engineer in one of the 50 states or U.S. territories, preferably the District of Columbia, Maryland, or Virginia.
• OR Must have a master’s degree in engineering, construction, or related field from an ABET-accredited institution of higher learning WITH at least 6 years of relevant construction and engineering work experience.
• OR Must have a doctorate degree in engineering, construction, or related field from an ABET-accredited institution of higher learning WITH at least 4 years of relevant construction and engineering work experience.
• OSHA 30 Hour Construction Safety Training or receive within 90 days of award of Call Order.
• Must be able to open and manipulate Primavera Project Planner (P3) schedules.
• Must have an active Secret clearance, Top Secret clearance preferred.

Preferred Qualifications:
• CCM, PMP, LEED AP, AIA
• White House and/or President’s Park experience
