The Inside/Outside Plant (ISP/OSP) Technician is responsible for the installation, maintenance, and repair of telecommunications infrastructure, including cabling, fiber optics, and network hardware in both indoor and outdoor environments. This role ensures the reliability and functionality of voice and data communication systems by supporting inside plant (ISP) and outside plant (OSP) operations.

The technician will install and maintain structured cabling, fiber optic splicing, and outside plant cabling systems, ensuring compliance with DoD and industry standards. They will also support VOIP telecommunications, Cisco Unified Call Manager (CUIM), and network infrastructure, coordinating closely with IT and networking teams to maintain seamless communications.

Responsibilities

  • Telecommunications Infrastructure Installation & Maintenance:
    • Install, maintain, and repair both inside and outside plant telecommunications infrastructure, including cables, racks, patch panels, conduits, and poles.
    • Perform structured cabling installation and fiber optic splicing, ensuring adherence to safety and performance standards.
    • Conduct routine inspections of internal and external plant infrastructure to identify and resolve performance issues.
    • Maintain accurate records of installations, maintenance activities, and repairs.
  • Network & VOIP System Support:
    • Support Cisco Unified Call Manager (CUIM) and VOIP telecommunications systems.
    • Maintain and troubleshoot Nortel SL100 (if applicable) and other voice communication systems.
    • Work with networking teams to ensure seamless integration of telecommunications systems.
  • Troubleshooting & Incident Response:
    • Respond to and resolve telecommunications outages and disruptions, ensuring minimal downtime.
    • Collaborate with internal IT teams and external contractors to coordinate repair efforts.
    • Utilize test equipment and diagnostic tools to analyze and resolve infrastructure issues.
  • Regulatory Compliance & Safety:
    • Adhere to all DoD safety protocols and telecommunications regulations.
    • Follow structured procedures to ensure all work is documented and compliant with industry standards.
    • Stay updated on the latest trends and best practices in telecommunications infrastructure.

Qualifications

  • High School Diploma/GED required; Technical or Vocational training in telecommunications preferred.
  • Certification(s): IAT Level II certification required (e.g., CompTIA Security+, CCNA Security, CySA+, GICSP, GSEC, or SSCP). IAT Level III certs will be considered.
  • Minimum active Secret Clearance required.
  • Current valid Driver's License.
  • Minimum two (2 years of relevant experience in telecommunications, inside/outside plant operations, or network infrastructure.
  • Proven experience in structured cabling, fiber optic installation, and communications network infrastructure maintenance.
  • Strong knowledge of VOIP technologies and Cisco Unified Call Manager (CUIM).
  • Ability to troubleshoot, diagnose, and repair telecommunications and network infrastructure.
  • Strong attention to detail and organizational skills.
  • Excellent communication and teamwork skills, able to coordinate with multiple stakeholders.
  • Ability to work in both indoor network environments and outdoor field installations.
