ICF's Regulatory, Policy and Economics business portfolio at ICF supports primarily public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We provide innovative, accurate, timely, and high-quality analyses and support services. We estimate the public safety, environmental, and social impacts of regulations, policies, and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Department of Homeland Security, Department of Labor, Department of Health and Human Services, Department of Agriculture, Environmental Protection Agency, Department of Transportation, Department of Interior, and the Nuclear Regulatory Commission.

This full-time position will be located in Reston, VA or Waltham, MA (with flexibility for teleworking considered) or Remote and is available immediately.

Job Responsibilities :

As a Senior Regulatory Economist, you will provide applied research and consulting services in support of national-level programs focused primarily on addressing a range of immigration, health care, labor, food security, cybersecurity, and transportation safety issues. You will provide a wide range of support services to improve the effectiveness of regulatory and non-regulatory programs and assess their costs, benefits, and economic impacts.

Specific duties may include:
  • Analyzing and synthesizing information from rulemaking documents, literature, or other technical reports to support program design.
  • Performing cost-benefit, statistical/econometrics, or other quantitative analyses to assess industry response to changing regulatory requirements.
  • Developing analytical methods, databases, and models (e.g., in Excel, Python, R) to quantify costs, benefits, or other regulatory impacts.
  • Drafting and editing federal agency rulemaking documents.
  • Managing task orders including staff, technical, and financial management.
  • Mentoring junior staff on projects and career development.
  • Leading and supporting business development activities to help grow the portfolio of business.


You will work in collaboration with senior and junior staff within a multidisciplinary team that includes economists, scientists, and engineers. You will also have direct contact with clients and will contribute to expanding our business.

Minimum qualifications:
  • Master's degree in economics or a related discipline plus 6 years of relevant work experience.
  • Four or more years of experience supporting regulatory development analysis such the estimation of the costs and benefits of regulatory options.
  • Two or more years of experience managing the technical, financial, and staffing elements of regulatory development projects in a government or consulting environment.
  • Currently hold, or willing to apply and eligible for, a U.S. government secret security clearance.
  • Knowledge of policies and programs focused on one or more of the following policy areas: immigration, cybersecurity, health care, or labor.
  • Excellent written and oral communication skills.
  • Proficiency in MS Office applications, particularly Excel.
  • Demonstrated ability to work independently and to apply a variety of technical skills and innovative thinking to solve problems.
  • Demonstrated ability to work as part of a multi-disciplinary team in a highly collaborative manner.


Preferred qualifications:
  • Demonstrated experience developing analytical methods, databases, and models (e.g., in Excel, R, Python) to quantify costs, benefits, or other regulatory impacts.
  • Ability to prioritize and work on multiple projects concurrently under strict deadlines in a fast-paced environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :
$97,699.00 - $166,088.00
