Seeking a highly organized and detail-oriented professional to provide on-site support at Naval Surface Warefare Center Dahlgren Division (NSWCDD), Dam Neck Activity (DNA) in Virginia Beach, Virginia for Employee Services (Travel & Payroll), Accounting, and the Comptroller Department. The position involves handling Defense Travel System (DTS) administration, financial reconciliation, and process documentation while interfacing with key stakeholders, including the Lead Defense Travel Administrator (LDTA), government travelers, and financial management personnel. The role also supports Financial Improvement and Audit Readiness (FIAR) initiatives and process improvements related to financial management and compliance.

Responsibilities
- Serve as a DTS Travel Administrator, assisting in preparing travel authorizations and orders, resolving claim issues, and reviewing travel vouchers.
- Maintain employee profiles and routing lists.
- Support the Travel Charge Card Program, including reviewing charge card statements and invoices.
- Assist with the Transportation Incentive Program (TIP) by maintaining and reconciling rider logs.
- Analyze travel and payroll transactions and generate/distribute reports as needed.
Accounting Support:
- Review and reconcile commitments, obligations, and expenses.
- Analyze financial transactions and reports.
- Maintain Travel & Payroll files and assist in document management.
- Identify and resolve DTS/ERP rejects by coordinating with POCs.
- Conduct financial transaction analysis using the Tri-Annual Review Tool.
Comptroller Department Support:
- Conduct basic financial analysis and develop process documentation/training materials for the Comptroller's Website.
- Assist in documenting common practices and procedures while making improvements to Standard Operating Processes.
Financial Compliance & Audit Readiness (FIAR) Support:
- Conduct policy research and analysis for financial compliance.
- Perform internal control testing and analysis.
- Draft required documentation for the Managers' Internal Control Program (MICP) and other control reviews.
- Develop FIAR-related and process-related documentation.
General Process Improvement:
- Update Standard Operating Procedures (SOPs) and process guides as needed.
- Interface directly with LDTA, government travelers, NSWCDD Departments, DTMO, Travel Management Company (TMC), and DFAS to resolve travel and financial issues.
Qualifications
- Bachelor's Degree and Finance or related field, with 2 or more years of experience.
- Active Interim Secret Clearance or higher clearance is required.
- Experience with Defense Travel System (DTS) administration and travel program support.
- Familiarity with financial reconciliation processes, including commitments, obligations, and expense reviews.
- Ability to analyze financial transactions and reports.
- Experience reviewing and resolving DTS/ERP rejects and working with stakeholders for corrections.
- Strong organizational skills to maintain and reconcile financial documents (e.g., travel charge card statements, payroll records, and TIP logs).
- Ability to generate and distribute financial and travel-related reports.
- Proficiency in interfacing with government personnel, financial management teams, and travel administrators.
Desired Qualification:
- Knowledge of FIAR policies, internal control testing, and audit readiness processes.
- Experience with iNAVSEA website development/maintenance.
- Background in developing process documentation and training materials.
- Familiarity with Tri-Annual Review Tool for transaction analysis.
- Experience improving Standard Operating Procedures (SOPs) and financial processes.
