The Program Analyst - Acquisition supports The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) and directly supports Office of Field Operations (OFO) Acquisition, Mission Support Directorate. This position assists in the procurement of Non-Intrusive Inspection (NII) technologies to conduct inspections of cargo and conveyances for contraband as part of its mission to stop illicit imports to facilitate lawful travel and trade. This position works closely with CBP stakeholders to define and execute acquisition objectives and strategies with NII technologies.
Clearance Required: DHS/CBP Minimum T4 Background Investigation Required

Responsibilities:
- Provide expertise throughout the entire acquisition lifecycle, from initial planning to contract closure.
- Guide pre-award activities, including conducting site surveys, conducting market research, developing requirements, crafting acquisition strategies, preparing independent Government cost estimates, and addressing other contractual prerequisites.
- Prepares, reviews, and assesses acquisition documents including SOWs (Statement of Work) specifications, Contract Data Requirements List (CDRLs), Independent Government Cost Estimate (IGCE), Data Item Description (DID), Functional Requirements Document (FRD), Request for Proposal (RFP), Request for Quote (RFQ) and deliverable schedules.
- Assist in the administration and execution of contracts after they are awarded.
- Manage acquisition processes for a diverse portfolio of communication, network, and information technology programs, projects, and initiatives within the Non-Intrusive Inspection Division at CBP.
- Translate operational needs into contractual documents, such as Statements of Work, Work Performance Statements, and Statements of Objectives.
- Review and offer recommendations for requirements generation, ensuring alignment with DHS 102 policy, and identifying technology gaps and deficiencies.
- Documentation Management: Compile meeting minutes and collaborate with the team to create and maintain the necessary program documentation.
- Performs project management and program analysis functions in varying disciplines to include: accounting, business finance, contracts, purchasing, economics, military operations, marketing, quantitative methods, and organization and management.
Qualifications:
- A Bachelor's degree in a relevant field of study from a fully accredited institution. (Advanced degree preferred but not required) must have a minimum of five (5) years of directly related experience.
- Mastery in use of personal computers with extensive experience using Microsoft Office Suite and web-based applications including Microsoft Teams.
- An understanding of DHS/CBP processes and organizational structure is highly desirable.
Preferred Qualifications:
- Demonstrate practical expertise in procurement procedures, operations, and regulations, including the Federal Acquisition Regulation (FAR). Additionally, possess practical knowledge of managing Procurement Requests (PRs), Contracts, Delivery Orders, and modifications to support government personnel.
- Proficient in developing Microsoft Access databases for the technical and programmatic tracking of financial data, key deliverables, and milestones.
- Bring experience in working with Non-Intrusive Inspection systems and familiarity with Office of Field Operations operational and programmatic information.
