Job Description:
Ennoble First is currently seeking an experienced Contract Project Manager (PM). This position will support The Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (OCIO). The ideal candidate should have a strong background in project management and experience working with federal agencies. The candidate shall have knowledge of Enterprise Transformation efforts through directing, managing, implementing, and executing business and technology-related solutions and project teams that involve shared services, assessments, design, business case development, IT strategy, planning, performance management, IT effectiveness, benchmarking, operating, systems integration, cloud architecture, and infrastructure management.
Additionally, they should possess excellent communication skills and the ability to simultaneously manage competing multiple vendors and cross-functional technology and infrastructure projects. The candidate shall be able to identify, plan, and manage the scope, resources, schedule, budget, and risks required to meet the goals of large, complex projects. The individual in this role will lead the development of cost-benefit analysis, return on investment forecasts, project proposals, project charters, risk analysis, and project schedules. They will also ensure actual results are tracked for large, complex projects and perform appropriate scope analysis and lessons learned.

The HUD OCIO program is a comprehensive initiative dedicated to ensuring the smooth operation, maintenance, and modernization of HUD's critical IT systems, which support affordable housing and urban development programs across the nation. Key personnel in this program play a vital role in leveraging cutting-edge technologies such as cloud-based platforms, data analytics, artificial intelligence, and secure multi-cloud environments to enable data-driven decision-making, maintain reliable systems, and drive innovative solutions that meet evolving legislative and organizational requirements. Their efforts directly impact HUD's ability to deliver essential services, streamline operations, and support millions of Americans in accessing quality housing. By integrating advanced tools and methodologies like DevOps, machine learning, and real-time data visualization, the program is at the forefront of transforming HUD's IT infrastructure to build stronger, more sustainable communities.

Primary Responsibilities:
- Ensure responsibility for the overall quality and performance work with internal stakeholders and external clients to define that concept and create a process on the Task Order.
- Ensure the ability to make core decisions, balancing business considerations and Budget management.
- Lead the ability to drive results through informal authority and serve as a consultant to key business partners.
- Conduct representation of users and customers in every thought and interaction.
- Create an accurate timeline for project completion to ensure tasks are finished within the confines of the assignment.
- Ensure excellence in written and verbal communication, complemented by strong analytical abilities.
- Ensure ability to understand and communicate complex information to both technical and non-technical stakeholders at all levels of the organization.
- Exercise discretion and independent judgment in for evaluating its efficiency and effectiveness.
Minimum Education/Experience Requirements:
- Must have 8 years+ of experience in project management in an IT Modernization Enhancement environment
- Must have previous HUD experience
- Certified Project Management Professional (PMP).
- Experience with agile methodology
- Must have demonstrated experience leading multi-functional teams
- Must have 5+ years of experience in business process analysis/workflow improvement.
- Must have 5+ years of experience working with systems with business intelligence reporting tool capabilities.
- Must have 5+ years of experience working with waterfall/agile framework/methodology.
- At least 1+ years of experience working with financial systems.
- At least 2+ years of experience managing development projects such as Salesforce, Java, and cloud environments (including AWS and Azure).
- Detail-oriented with exceptional organizational and time management skills
- Proven ability to work in a team-based environment working cross-departmentally to complete projects as needed
- Excellent written and verbal communication skills, strong organizational skills, initiative and follow-through, and flexibility and responsiveness to changing requirements and conditions.
- Demonstrated ability to think analytically and reason strategically.
- Strong interpersonal skills and ability to work to deadlines are essential.
