Position Overview:

SHR Consulting Group is seeking an experienced Sr Proposal Manager. This is a hands-on role, requiring a proactive leader who can drive the proposal process while also contributing directly to content development. The Senior Proposal Manager will oversee the entire proposal lifecycle, from planning and writing to final submission, ensuring compliance with solicitation requirements and the strategic positioning of SHR's capabilities. This individual will work closely with executive leadership, capture teams, and technical subject matter experts to develop compelling, high-quality proposals that effectively communicate SHR's value proposition. The ideal candidate will bring strong proposal writing experience, a deep understanding of federal procurement, and the ability to translate technical solutions into clear, persuasive proposal content.

Job Responsibilities:

Proposal Development and Management
  • Own the entire proposal process, from bid qualification and Go/No-Go decisions to final submission, ensuring each step aligns with SHR's business development strategy.
  • Develop and implement proposal schedules, assigning tasks and tracking milestones using CRM Tool to manage timelines, responsibilities, and resource allocation.
  • Lead proposal kickoffs and color reviews (Pink, Red, and Gold Team), gathering constructive feedback to enhance proposal quality and compliance throughout the lifecycle.
  • Create and maintain compliance matrices and coordinate with team members to ensure all

RFP requirements are addressed and met
  • Oversee the development of technical, management, and pricing volumes, working closely with team members, including Proposal Writers and SMEs, to ensure alignment with RFP requirements.
  • Lead pre-RFP efforts, including responses to RFIs, Sources Sought, and other early-stage engagement activities.

Proposal Content and Process Standardization
  • Maintain and update SHR's proposal content library, templates, and IP repository, ensuring consistency, accuracy, and easy access to up-to-date materials.
  • Standardize proposal processes by implementing best practices, including proposal templates, compliance matrices, data calls, and administrative artifacts.
  • Drive a "one-voice" approach to technical content, reviewing and editing technical volumes to ensure cohesiveness, clarity, and alignment with win themes.

Training and Mentorship
  • Mentor junior proposal staff and less experienced personnel on proposal techniques, compliance standards, and quality expectations.
  • Lead training sessions on proposal strategies, best practices, and SHR's proposal management processes, including task assignment, scheduling, and using tools like Monday.com and SharePoint for document tracking and version control.
  • Performance and Reporting
  • Track and report on proposal metrics (e.g., win rates, proposal status, resource usage) and provide regular updates to executive management.
  • Prepare and present oral and written reports on proposal status, upcoming opportunities, and resource allocation needs to executive management.
  • Apply project management techniques to control proposal scope, cost, and schedule, ensuring on-time delivery and compliance.
  • Cross-Functional Collaboration
  • Facilitate collaboration between technical teams, SMEs, pricing specialists, and external partners, ensuring alignment across technical, management, and pricing sections.
  • Coordinate closely with teaming partners on joint proposal efforts, ensuring their contributions meet SHR's standards for compliance and quality.

Requirements:
  • Technical Writing & Editing: Strong writing, communication, and proposal content development skills.
  • Proposal Leadership: Proven ability to manage proposal teams, drive deadlines, and ensure compliance.
  • Federal Proposal Management: Experience managing competitive federal opportunities valued at $10M-$200M.
  • Tools & Technology: Proficiency in SharePoint, CRM tools, and Microsoft Office Suite
  • Project & Time Management: Ability to manage multiple, high-priority proposals simultaneously

Desired Skills:
  • Proposal Writing Experience: Prior experience as a Proposal Writer preferred.
  • APMP Certification: APMP or equivalent proposal management certification is a plus.
  • Graphics & Presentation Skills: Ability to create visually compelling proposal content is a bonus.
  • Attention to Detail: Strong organizational skills to manage complex documents and meet compliance standards.

Experience:

  • Minimum 8+ years of experience managing federal proposals, with a proven ability to oversee the proposal lifecycle from bid qualification to final deliver

Education:

  • Bachelor's degree
