Position Overview:
SHR Consulting Group is seeking an experienced Senior Contracts Manager who is responsible for the end-to-end management of federal IT contracts, ensuring compliance, accuracy, and efficiency throughout the contract lifecycle. This role requires deep expertise in pricing strategy, contract negotiations, compliance reviews, and direct engagement with Government Contracting Officers (COs). The Senior Contracts Manager will oversee the Multiple Award Schedule (MAS), Indefinite Delivery/Indefinite Quantity (IDIQ), and Blanket Purchase Agreement (BPA) contracts and will work closely with business development, finance, legal, and program teams to develop and execute contracts that support corporate growth and operational success.

Job Responsibilities:
Contract Management
- Oversee the full lifecycle of federal contracts, from inception to closeout in compliance with FAR, DFARS and other federal regulations.
- Manage Multiple Award Schedule (MAS), Indefinite Delivery/Indefinite Quantity (IDIQ), and Blanket Purchase Agreement (BPA) contracts.
- Track obligations, and modifications to maintain compliance and mitigate risks.
- Manage MAS schedule updates, including product catalog updates, compliance reporting, and contract modifications.
- Ensure internal and external reporting requirements are met in a timely and accurate manner.
Proposal and Pricing Support
- Review solicitations and assist in proposal preparation, ensuring compliance with federal acquisition requirements and internal policies.
- Lead Price-to-Win (PTW) strategy development, ensuring competitiveness and alignment with corporate financial objectives.
- Provide guidance on cost proposals, pricing methodologies, and contract structure for Cost-Plus, Firm Fixed Price (FFP), and Time & Materials (T&M) contracts.
- Conduct compliance reviews and ensure proposals are fully compliant with government regulations.
Strategic Leadership
- Establish high-level contract policies and processes to align with corporate objectives.
- Provide contract management insights to executive leadership to support business planning and decision-making.
Agreement Management
- Prepare, negotiate, and execute Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), subcontracts and Master Services Agreements (MSAs).
- Review and manage subcontractor agreements and consulting contracts to ensure compliance with prime contract requirements.
- Monitor and track agreement obligations to mitigate legal risks.
Requirements:
- Government Contracting Expertise: Proven experience managing cost-plus, fixed-price, and T&M contracts in a federal environment.
- Compliance & Risk Management: Strong background in FAR, DFARS, and other federal acquisition regulations.
- Contract Negotiation: Experience negotiating with government Contracting Officers (COs) and serving as a legal liaison.
- Analytical & Regulatory Knowledge: Ability to interpret complex government regulations and conduct risk assessments.
- Communication & Negotiation Skills: Strong written and verbal communication skills with the ability to influence stakeholders.
- Leadership & Cross-Functional Collaboration: Demonstrated leadership in working with business development, finance, and legal teams.
Desired Skills:
- Certifications: NCMA Certified Federal Contracts Manager (CFCM) or DAWIA Level II/III in Contracting preferred.
- Interpersonal Skills: Ability to work effectively in cross-functional, fast-paced environments.
- Problem-Solving: High level of discretion, adaptability, and proactive problem-solving skills.
Experience:
- 10+ years of experience in federal IT contracting, with a strong understanding of FAR, DFARS, and federal procurement processes.
Education:
- Bachelor's degree
