Modernize and Maintain DoD Financial Systems - Senior Software Engineer (COBOL) Opportunity!
Leverage your COBOL expertise and mainframe experience to support the Headquarters Accounting Reporting System (HQARS)-a critical financial system within Defense Finance and Accounting Services (DFAS). Join a dedicated team ensuring mission-critical financial applications' stability, security, and modernization while working within an Agile, CMMI-compliant development environment.

As a Senior Software Engineer supporting HQARS, the candidate will be responsible for the design, development, integration, and maintenance of COBOL-based financial applications running on Unisys mainframes. They will apply advanced software engineering principles to optimize system performance, ensure compliance with DoD cybersecurity policies (DoD 8140.03), and deliver high-quality solutions per DFAS financial and accounting system requirements. The candidate will participate in all phases of the software development lifecycle (SDLC), with a focus on requirements analysis, system evaluation, testing, and acceptance (IV&V and DT&E). They will work in a collaborative Agile environment, ensuring adherence to CMMI practices, and be responsible for technical documentation, reporting, and stakeholder communication. Additionally, the candidate may serve as a Task Leader, overseeing project execution and ensuring service quality.

Proficiency in COBOL Development
  • Hands-on experience in COBOL programming for enterprise financial applications. Mainframe Expertise - Skilled in Unisys Mainframe ECL and QLP, ensuring system stability and optimal performance. Cybersecurity Compliance - Meets DoD Manual 8140.03 requirements for cyber workforce qualification and system security standards.
Agile Development Practices
  • Experience working in Agile environments, contributing to iterative development and process improvement.
CMMI Best Practices
  • Knowledge of Capability Maturity Model Integration (CMMI) methodologies for software development and quality assurance.
Financial & Accounting Systems Knowledge
  • Familiarity with DFAS financial systems, DoD regulations, and accounting data processing.
Systems Integration & Optimization
  • Ability to analyze, evaluate, and integrate software components for improved efficiency and performance.
Technical Documentation & Communication
  • Capable of preparing technical reports, system documentation, and stakeholder briefings.
