Job Description:
Ennoble First is currently seeking an experienced IT Subject Matter Expert (SME). This position will support The Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (OCIO). The ideal candidate should be skilled in conducting facilitated meetings/sessions to define system requirements and system design for specific fixes, enhancements, and re-engineering efforts. The SME/CSA shall apply standard programming procedures and detailed knowledge of pertinent subject matter in a programming area. The SME/CSA shall work according to the approved statements of requirements and detailed specifications.
Additionally, key personnel in this program play a vital role in leveraging cutting-edge technologies such as cloud-based platforms, data analytics, artificial intelligence, and secure multi-cloud environments to enable data-driven decision-making, maintain reliable systems, and drive innovative solutions that meet evolving legislative and organizational requirements. Their efforts directly impact HUD's ability to deliver essential services, streamline operations, and support millions of Americans in accessing quality housing. By integrating advanced tools and methodologies like DevOps, machine learning, and real-time data visualization, the program is at the forefront of transforming HUD's IT infrastructure to build stronger, more sustainable communities.
The SME/CSA shall recognize probable interactions of other related programs and be familiar with related system software and computer equipment. The SME/CSA shall solve conventional programming problems; design and implement modifications to the interrelation of files and records within programs and respond to problems by diagnosis and correcting errors in logic or coding. The SME/CSA shall test, and document assigned programs.

Primary Responsibilities:
- Ensure overall quality and performance of all IT work performed on the systems relevant to the Task Order.
- Analyze, design, and implement new software and systems.
- Lead system architecture design, enhancements, and modernization efforts.
- Provide technical oversight for cloud integration, security compliance, and system optimization.
- Collaborate with cross-functional teams to resolve system issues and implement performance improvements.
- Conduct technical reviews to ensure systems meet quality and performance standards.
- Oversee database administration and ensure seamless integration with external systems.
Minimum Education/Experience Requirements:
- Must have 8+ years of experience in the design, development, and implementation of complex, large-scale computer systems and WEB applications, including system maintenance, modification, and resolution of system errors.
- A Bachelor's degree in Computer Science, Business Administration, or related field (Six years of general experience is considered equivalent to a Bachelor's degree).
- Must have 5+ years of experience in DevOps (Software development and information technology operations.
- Must have 5+ years of experience as a Salesforce developer
- Must have 5+ years of experience with Azure cloud, Amazon Web Services (AWS), and/or similar cloud environments, proven expertise working with local area networks (LAN), Unisys/IBM Mainframe data environments, Linux, Oracle, MS SQL, and systems referenced.
- Proven ability to work in a team-based environment working cross-departmentally to complete projects as needed
- Excellent written and verbal communication skills, strong organizational skills, initiative and follow-through, and flexibility and responsiveness to changing requirements and conditions.
- Demonstrated ability to think analytically and reason strategically.
- Strong interpersonal skills and ability to work to deadlines are essential.
