Job Summary:
We have an immediate opening for a Business Development Manager with a background of success in business development and growth of Defense and Government contracts.

The Business Development Manager will target the government/defense market and identify, develop, qualify, and capture new business opportunities.
NOTE: While this position is primarily remote, candidate must reside San Diego County.
Responsibilities
Opportunity Identification: Proactively identify new opportunities for government and defense contracts by researching government opportunities.
Strategic Planning and Pipeline Development: Develop and implement pipeline and strategic plans to pursue and secure government contracts.
Proposal Development: Lead preparation and submission of proposals to government and prime contractor solicitations and coordinate input from team members.
Relationship Management: Engage with team partners to foster relationships.
Compliance and Ethics: Uphold the highest standards of ethics of all activities.
Documentation and Reporting: Maintain accurate and comprehensive records of activities, correspondence, and generate reports to track pipeline.
Support business development efforts including initiating calls to prospective clients and teaming partners, preparing capability briefings, conducting client and partner meetings to identify opportunities that lead to new business and expand relationships.
Nurture relationships with business partners and create winning teams.
Analyze market and identify opportunities that match company capabilities.
Complete all documentation required for timely proposal submission.
Collect and incorporate proposal input from to ensure timely proposal package delivery.
Evaluate the competitive landscape, incumbency, and probability of winning.
Conduct capture planning, manage proposal preparation and submission.
Develop and implement customer contact plans and sales pipelines.
Work with company staff to ensure all appropriate resources are used for proposals.
Identify and establish relationships with key government agencies and decision makers.
Develop and maintain a prioritized pipeline.
Be aware of the probability of win, lessons learned and related process improvements.
Attend workshops, trade shows, and seminars to maintain deep understanding of market segment and customer environment in addition to nurturing new relationships.
Experience and relationships in the San Diego NAVWAR and NIWC markets.
Requirements:
Five years of demonstrated experience in developing and implementing successful capture plans for federal government contracts that include strategic planning skills, proposal writing in response to RFPs/RFQs/RFIs, developing and managing marketing, bid and proposal budgets.
Knowledge and experience of Navy and Defense Industry.
Bachelor’s Degree or higher in a work-related field of study
Proven ability to function with minimal supervision.
Demonstrated proficiency with Microsoft Office Products to include Word, Excel, Outlook, PowerPoint, MS Project, video and social media tools.
Ability to work additional hours during peak times.
Professional demeanor with excellent written and oral communication skills.
Proactive and able to multi-task, prioritize, and handle a broad range of activities.
Track record in teaming as a subcontractor and building a team as a prime contractor
Record of business development and growth.
Proficiency in Bid and Proposal, including technical writing, pricing, and staffing.
Able to pass a Federal background check and maintain a secret clearance
Familiarity with GovWin, SAM.gov, FedConnect, GSA and/or similar systems
Proven experience in government contract management, including proposal development, negotiation, and performance monitoring.
Excellent communication and interpersonal skills with ability to interact with diverse stakeholders.
Detail-oriented mindset with a focus on accuracy and compliance.
