Arcfield is growing and seeking a Systems Engineer Senior Technical Specialist to support System Definition for their customer's COMM Directorate. The ideal candidate for this position will be able to facilitate stakeholder requirements definition, architecture definition, requirements analysis and the decisions associated with these activities. (Please note, an offer for this position will be contingent on an awarded contract.)

Responsibilities

Key Responsibilities Include:
System Requirements Development
- Support new requirements analyses, trades, and allocations in order to support the development of enterprise and systems requirements, acquisition strategies, and plans.
- Support joint requirements definition fora in collaboration with other Directorates
- Update and maintain the COMM Requirements Management Plan
- Support the development and maintenance of resolution plan to address TBD/TBR identifiers in the requirements
- Support the development and maintenance of interface descriptions, requirements traceability, and test/verification criteria
System Architecture Development
- Conduct analyses on architecture data, reference models, artifacts in order to support and coordinate development of system architectures
- Ensure the Comm Architecture Management Plan is maintained, integrated, and aligned with existing architectures among other Directorates
- Assist in the formulation of architectural improvement recommendations and update baseline architectures by performing gap analysis and assessments to maximize architectural interoperability
- Support the development and maintenance of a technology insertion roadmap as well as plans on emerging technologies and industry demonstrations
System/Service Design Definition
- Assist in the evaluation of the utility of AI/ML to address IT challenges and relevant activities including potential implementations and integration of AI/ML solutions
- Support the development and update of experimental, proof of concept models or applications or simple prototypes to inform acquisition or explore new concepts
Service Management
- Assist trend analysis of service catalog entry usage and monitor, report, and refine the efficiency of service catalog entries.
- Support the translation of enterprise, system, function, and acquisition-level requirements into service-level parameters that address service availability, affordability, reliability, and usability
- Assist in converting service-level requirements into service provider parameters that address the directorates specific goals
- Continually review Service Level Requirements/Targets/Agreements across the ecosystem and deliver to all impacted parties recommended updates based on execution experience
Outreach Engineering
- Engage in collaborative meetings with external customers to share Outreach products including tending data, FAQs, updates to workflows, security policies, and new services
- Convey mission partner concerns, expectations, and satisfaction levels to responsible parties to help identify and respond to service delivery issues
- Support the design, development, and implementation of Outreach products such as presentations, talking point papers, and fact sheets.
Network Collaboration and Liaison
- Function as a Customer Liaison for assigned partners addressing agreements, program management, capacity management, network design/requirements, and financial planning
- Function as the Site Liaison for assigned partners for site surveys, permitting, fiber construction, equipment installations, circuit testing, integration into customer network, circuit activations, and coordination of site RFC
Qualifications
Required:
- BS 10-12, MS 8-10, PhD 5-7
- Must possess and have the ability to maintain an Active Top Secret / SCI w/Poly Clearance
- Bachelor's degree in science, Technology, Engineering, or Mathematics
- Strong customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government
- A commitment to quality, accuracy, continuous improvement, and be detailed oriented
- Proven ability to work independently and collaboratively, managing multiple tasks concurrently
- Good communication skills to liaise with technical and non-technical audiences
- Analytical, problem-solving, and project management skills
- Demonstrated judgment, initiative, and critical thinking to execute mission objectives
- The ability to travel as necessary to satisfy assigned tasks
- Flexibility to execute additional duties as assigned
- Ability to support a holistic approach to, design, develop, evaluate and modify end-to-end systems and systems-oriented products through their entire life cycle.
- Experience generating quantifiable requirements based on customer description, system planning and design, and acquisition logistics.
- Has assisted the development of standards, practices, and procedures as related to overall product development.
- Previous experience acting as a customer liaison demonstrating support for business development activities and understands requirements.
- Can perform requirements analyses, verification procedures, and customer acceptance test procedures.
- Can review test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.
Desired:
- Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics
- Past experience translating high level product development strategies into system requirement specifications and worked with multi-discipline engineering teams to develop lower level detailed requirements.
- Has participated in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation.
- Experience with AI/ML tools
- Previous experience in Requirements Development, System Architecture Definition, System and Service Design/Definition, Service Catalog Management. Service Level Management, Demand Management, Outreach Engineering, and acting as a Network Collaborator and Liaison
