The mission of the Lone Wolf program is to support, operate, and maintain the Distributed Continuity Integrated Network - Top Secret Enterprise Services (DCIN-TS ES) which is a DoD-provided, TS/SCI, integrated voice, video, and data, global communications network that facilitates collaboration among senior leaders and key staff. Responsibilities:
The duties and responsibilities of the Lifecycle/Software Asset Manager include, but are not limited to, the following:
- Assist in the creation, execution, and oversight of asset management tools for government agencies, ensuring their efficient development, seamless implementation, and ongoing management
- Verify and confirm the necessary requirements for creating and modifying software asset records, along with the associated contract records, to maintain accuracy and compliance with established protocols.
- Manually initiate the creation or modification of IT software asset records, along with the corresponding contract records, to accurately reflect changes and updates as required
- Revise and maintain IT software license asset records, software license contracts, and software maintenance agreements, while also updating the related relationships to reflect any changes or adjustments
- Verify that all modifications to vendor agreements are accurately captured and updated in the Software Asset Management (SAM) system, with confirmation from license contract holders to validate the changes
- Conduct thorough research on the parameters that influence the client's Right to Use (RTU), and evaluate the impact of upgrades and downgrades when creating or modifying software title counters
- Offer specialized knowledge and guidance to guarantee that software license contracts, agreements, software licenses, software installations, and their associated linkages are accurately represented and maintained within the IT Asset Management (ITAM) and Software systems
- Generate and deliver comprehensive software license compliance status reports to management and relevant agency stakeholders, as required, to provide insight into current compliance standing and any necessary actions
- Handle and process software-related requests, including new submissions, modifications, upgrades, and other related changes, ensuring timely and accurate completion of each request
- Examine and assess software compliance protocols in relation to the terms and conditions outlined in existing licensing agreements, ensuring adherence and identifying any discrepancies
- Create and analyze trends related to the current utilization and installation of licenses, with a focus on Right to Use (RTU) data, to identify patterns and inform decision-making for license management
- Conduct a thorough analysis of asset data for compliance and risk management purposes, while also examining trends, contract details, and associated costs to provide actionable insights for informed decision-making
- Assist in the acquisition process of software and software-related assets, ensuring the efficient procurement, proper documentation, and alignment with organizational needs and budget
- Collaborate with various stakeholders to validate and confirm requirements, ensuring their needs are met in the acquisition and ongoing maintenance processes of assets or services
Requirements:
- Strong knowledge and experience with software asset lifecycle management process planning, acquisition, deployment, monitoring, harvesting, and retirement.
- Experience with development of software asset management policies, workflows, processes, and procedures.
- Knowledge and experience with software asset management and related international standards (e.g., ISO 19770, ISO20000/ITIL).
- Experience with license management, optimization tools and software discovery tools (e.g., MS SCCM, Remedy, CMDB, LANDesk, Flexera, ServiceNow or similar).
- Experience interpreting software licensing terms and conditions.
- Strong knowledge of software publishers' licensing models and software deployment and use rights (e.g. Microsoft, Adobe, Oracle, and McAfee).
- Familiar with policy and regulations regarding Software procurements and supply chain requirements.
- Must be able to work a 40-hour work week, normally Monday through Friday
- Ability to work overtime during critical peaks and be available to meet last minute requests for overtime if needed
- Ability to travel (5-10%) primarily within 75 miles
- Familiarity with MS Office applications such as Excel, Word, Outlook, SharePoint, Project and Visio
- Exceptional attention to detail; excellent verbal and written communication skills; strong critical thinking, organizational, time-management, and problem-solving skills
- Ability to work both independently and as part of a team in a dynamic environment
Clearance Required:
- Must have active Top-Secret clearance with SCI or TS with the ability to acquire SCI
Minimum Education:
- High School Diploma
Minimum Years of Experience:
- 5 years of prior Software Asset Management related experience.
Required Certifications:
- Ability to meet or exceed DODD 8140/8570 IAT Level 2 Requirements, to include CE certification
- ITIL v4 Foundations Certification (or must be able to obtain before start date)
Preferred:
- Bachelor's degree in IT related field
- ServiceNow Software Asset Manager Implementation Specialist Certification
- International Association of Information Technology Asset Management Certification
- Project Management Profession Certification or Several Years of Project Management Experience
