Strategic Human Capital Professional, Senior

Key Role:

Work as senior strategic human capital professional with specific focus on proficiency and training standards leading to certification professional fields. Provide expertise, guidance, consultation, facilitation, and thought leadership to develop and execute certification programs. Lead engagement with SMEs and ensure awareness among overseers, managing organizational relationships to identify shared equities and achieve outcomes for functional community. Lead and support teams and working groups in areas, such as policy, standards, responsibilities, emerging GEOINT training and certification requirements, and other related topics, as necessary. Engage with key stakeholders and overseers on planning, development, execution, implementation, and sustainment of certification programs. Design, develop, and implement a plan for evaluating the efficiency and effectiveness of certification programs. Create strategies to target partnerships and relationships with internal and external entities that are key stakeholders for training, certification, and workforce planning. Ensure quality is an integral part of the development, design, and creation of products or services. Monitor products and services through the life cycle. Work with SMEs to develop business cases which mature new credential opportunities from ideas to validated requirements. Establish and implement a process for collecting and disseminating certification program information from and to NSG members and DoD Components. Develop, facilitate, implement, and document initiatives that support long-term strategies, interoperability, and policies that may include baselining training, mapping competencies, and establishing, assessing, and mapping training standards. Lead the creation, communication, and support the completion and maintenance of standardized organizational planning templates and plans. Drive the development and delivery of programmatic measures, metrics, and support coordination and facilitation of Program Management Reviews to assess and report progress against relevant initiatives. Support discussion at internal and external meetings and participate in targeted issue or theme-specific activities related to strategic initiatives, organizational activities, strategic communications, or representation.

You Have:

  • 15+ years of experience using tools, methodologies, or best practices in certification and credentialing, instructional design, educational assessment, industrial-organizational psychology, competency development, or career pathing
  • 5+ years of experience in professional competencies, training development, or human capital development
  • 3+ years of experience analyzing and resolving plans, policy, and business issues
  • 3+ years of experience assembling project information, including objectives, outcomes, and deliverables, and writing, revising, and editing drafts, including executive summaries, conclusions, and organization credentials
  • 3+ years of experience compiling and delivering decision briefs to seniors and their staffs
  • Experience facilitating small and medium-size groups to define objectives, develop and execute plans, and achieve desired outcomes, and design and construct test instruments
  • Experience developing professional competencies and engaging with SMEs, training bodies, and leadership to advance career field development and strategic human capital initiatives
  • Experience developing and maintaining compliance with third-party bodies
  • Active TS/SCI clearance; willingness to take a polygraph exam
  • Bachelor's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
