DESCRIPTION OF RESPONSIBILITIES:
- Authorized point of contact (POC) with the COR.
- Responsible for formulating and enforcing performance standards, assigning Contractor schedules, reviewing performance quality, and communicating policies, purposes, and goals to subordinates.
- Coordinate with stakeholders to resolve any issues that may arise, trends relating to the contract, or proposed changes or modifications to the contract.
- Manage the full project, including staff, budget, communication activities, and all transition and implementation plans and report on the progress of all activities on the project through several reporting modes, including email, telephone/teleconference, and formal report.
- Supervises day to day operations by developing technical and management procedures and controls, planning, and directing, program execution, monitoring, and reporting progress and issues.
- Supervise employees supporting the task order, providing assistance, recommendations, and support to ensure a high level of staff performance, career development, and successful satisfaction of contract requirements.
- Staffing and Personnel Management, oversee the acquisition and employment of program resources.
- Problem identification and Risk Management: provide early and continuous process to identify problems, utilize lessons learned to minimize problem reoccurrence, and to provide follow-up to insure problem resolution.
- All documentation and management processes must comply with all regulatory requirements, both Federal and DoD, regarding human subjects protection, animal subject research, research ethics, property accountability, and publication in peer-reviewed professional research publications.
- All work shall be in compliance with occupational health and safety standards and other applicable regulations and guidelines, which may include medical surveillance.
- Conduct periodic progress meetings to review the contractor's performance and apprise the Government of problems, if any, being experienced.
- Conduct and attend meetings with uniformed and civilian Government scientists, Principal Investigators (PIs), Administrative Officers, support staff and other key stakeholders as necessary.
- Record and deliver meeting minutes for meetings in coordination with the Government.
- Develop and/or Maintain a Program Management Plan (PMP) and provide an updated version quarterly.
- Provide an updated Monthly Status Report (MSR) prepared independently and collaboratively with assigned staff.
- Review and track funding levels on all projects, develop and manage on-going project status and estimate-to-completion reports, manage, track and report labor hours and costs for active projects. Responsible for meeting budgetary goals and objectives.
- Will have the power and authority to make decisions with respect to actions to be taken by Contractor in the ordinary course of day-to-day performance of the Contractor Services and management of Government's program in accordance with the PWS.
- Review and ensure accuracy of monthly invoices and all deliverables.
- Will have overall responsibility for managing and coordinating the delivery of customer satisfaction and PWS requirements.
- Manages budgets, operational plans, and performance requirements for area of responsibility.
- Other duties as assigned by Supervisor.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
- Masters Degree in Immunology, Virology, Microbiology or a related Science (preferred)
- Or a Bachelors Degree in a scientific/research discipline and a Masters Degree in Business or Project Management, with demonstrated experience managing research based projects.
- Experience with/doing infectious disease research.
- Preferred: Scientific publications.
- Preferred: Certificate in Project Management or formalized PM training.
REQUIRED SKILLS AND EXPERIENCE:
- Scientific Program Management experience with Personnel, Financial management, and managing deliverables on a research contract.
- Strong technical writing and verbal skills.
- Decisive when handling problems, having a proactive approach.
- Experience working at a BSL 3/4 Facility.
- Must have direct experience managing work adhering to compliance with occupational health and safety standards and other applicable regulations and guidelines, which may include medical surveillance.
- Must have direct knowledge and experience in regulatory requirements, both Federal and DoD, regarding human subjects' protection, animal subject research, research ethics, property accountability, and publication in peer-reviewed professional research publications.
REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be a U.S. Citizen.
- Must be able to pass a NACI background check
- Eligible to participate/enroll in the BPRP program.
