Seeking a highly qualified Project Manager to join a mission-focused team that provides information technology (IT) system support to the Army Deputy Chief of Staff (DCS), G-1 organization. The Command and Analysis Branch, Military Personnel Structure and Plans Division located within G-1 has a requirement for IT system support services for the Personnel Enterprise Decision Support System (PEDSS), also known as Personnel Authorization Module (PAM) and Personnel Occupational Specialty Code Edit (POSCEDIT). The G-1 is required to plan, program, assign, and budget for personnel strength of the Army. To do this, the G-1 must have ready access to current and future personnel requirements measured against the existing force. Information such as personnel force structure, manpower, and demographics capabilities are key elements in G-1 planning and programming. Additionally, the Army requires a database of record to document Military Occupational Specialties, Areas of Concentration, Special Qualification Identifiers, Additional Skill Identifiers and Project Development Skill Identifiers. The G-1 maintains and utilizes these data elements in systems under the PAM.
Essential Duties and Responsibilities:
• Oversees the operational planning, establishment, execution, and evaluation of a multifaceted project consisting of a set of closely related subprograms or associated activities.
• Oversees fiscal, operational, administrative, and human resources management of the program
• Seeks and develops outside funding sources
• Serves as principal point of representation and liaison with external constituencies on operational matters
• Provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise
• Responsible for the planning, direction, control, and coordination necessary to operate and maintain the Personnel Enterprise Decision Support System.
• Plan, conduct, and document the meetings, reviews, and other contract deliverables
• Brief all topics concerning performance of this contract during program reviews using graphic presentations to depict scheduled and cost versus actual performance on all major tasks.
• Document problems encountered in operating the system, how it was resolved and recommendation to prevent the problems from reoccurring
• Provide recommendations/suggestions for improvements to the project/system that will improve the efficiency/effectiveness of the system or reduce cost of operating the system
• Provide an estimated date of completion/delivery of project items for any future milestones or required delivery dates for deliverables for the next two reporting periods
• Coordinate training support and assistance to system operators, system users, manpower/personnel analysts, and decision makers as directed (includes formal system training, PC-based workstation training, operational coaching, briefings, demonstrations, and reports)
• Establish a standard training package that can be provided to new users. Package shall include but not limited to a User's Guide and 4- 8 hours of hands-on instruction and practical exercises.
• Establish formal user training utilizing video or computer-based training (CBT). Training should include program operation, data base accessing and manipulation, and reports generation.
• Coordinate hands-on technical and operational training to system users.
• Coordinate required assistance by phone to the user to assist the user in properly and effectively operating the system.
• Coordinate demonstrations of modules within the system to selected users as specified when directed. Besides discussing the operation of the system, these briefings will cover ways to effectively use the system to achieve desired analysis goals; specifically what types of output data are available.
• Coordinate Help Desk support.
Required Qualifications, Education, and Experience:
• SECRET security clearance
• Minimum of five (5) years of experience with the Active Army, Army Reserve, Army National Guard, Department of the Army Civilian Personnel and Defense Enrollment Eligibility Reporting System (DEERS) databases.
• Minimum of five (5) years’ experience with Army G-1 force structure data and documentation, to include G-3 Structure and Manpower Accounting System (SAMAS) and the Total Army Authorization Document System (TAADS) databases
• Master’s degree from an accredited college or university in one of the following: Computer Science, Operations Research/Systems Analysis, Information Management Systems, Business Administration, Public Administration, Management, Mathematics, Electrical Engineering, or Physics.
• Must have over eight (8) years’ experience in managing projects, proven ability to manage project cost, schedule, and performance; thorough understanding of the Army manpower management and force development processes.
• A bachelor’s degree in technical or management discipline is acceptable when an additional two years of experience as a data systems Program or Project Manager is substituted for each year of Graduate level education.
• Shall have experience with database management systems, automated project management systems, system analysis and design, database design tools, and development of technical documentation in coordinating all facets of a major project.
