JOB SUMMARY
The EW/EMSO Policy Analyst SME will provide subject matter expertise in Electromagnetic Warfare (EW) and Electromagnetic Spectrum Operations (EMSO) policy in support of Headquarters, Department of the Army Strategic Operations Directorate (DAMO-SO) role as the Army’s lead integrator for these capabilities. The EW/EMSO Analyst SME will coordinate and interface with staff elements of the Office of the Secretary of Defense (OSD), Office of the Under Secretary of Defense (OUSD), Joint Staff, Army Secretariat, Headquarters Department of the Army, Army Commands (ACOM), Army Service Component Commands (ASCCs), and Direct Report Units DRUs) for all EW and EMSO matters.
RESPONSIBILITIES
Create, review, and provide technical writing, analysis, and recommendations in support of top-tier foundational documentation, analysis, memoranda, and other strategic level products as directed.
Providing expert analysis, recommendations, and content in order to create, revise, and support formal staffing activities for Department of the Army policy and strategy issuances, directives, and instructions.
Support development and establishment of effective, balanced, and sustainable EW Governance.
Provide NCR / offsite US Army EW presence for online collaboration, program and policy reviews, and technical seminars.
Review and update OSD, Joint, and Service EW/EMSO directives and supporting new issuance production and staffing activities.
Act as SME in EW/EMSO Superiority-related stakeholder meetings, workgroups, symposia, and IPTs.
Provide SME-level subject matter expertise in EW (Attack, Support, and Protect) and EMSO.
Provide strategic and operational advice and recommendations regarding the integration of EW and EMSO to support Army Campaign Plan (ACP) objectives and to operationalize the tenets of multi-domain operations (MDO).
Provide operational analysis, technical support, and expert recommendations for Army strategies, policies, requirements, and resources for EW and EMSO.
Assist DAMO-SOW in researching inquiries from Congress and other higher authorities and provide draft responses regarding any aspect of EW AND EMSO.
Provide operational, systems and technical subject matter expertise on EW and EMSO, to include performing research, writing, and staffing of issues in support of HQDA G-3/5/7 priorities.
Provide SME-level subject matter expertise, consulting and analysis in the development, proposal, coordination, and implementation of EW/EMSO strategies and policies.
Provide SME-level subject matter expertise, consulting and analysis for the identification of requirements against specific threats.
KNOWLEDGE/SKILLS/ABILITIES
Knowledgeable in HQDA processes and systems and have previously completed courses equivalent or relevant to their positions.
Possess excellent writing, editing, and briefing skills and experience with word, excel, and project management.
Demonstrate ability to work independently and effectively in a dynamic team environment.
Demonstrate ability to prioritize competing tasks and meet short- suspense deadlines in a fast-paced environment.
QUALIFICATIONS:
Minimum Qualifications include:
Master's degree from an accredited college or university and 25+ years of US DoD experience.
Active TS/SCI security clearance.
Six (6) years of experience in Cyberspace Operations (CO), EW and CEMA at the HQDA level and above
Experience and knowledge of military documentation and publication process
Knowledge of JCIDS requirements analysis, threat databases (such as the Electronic Warfare Integrated Reprogramming Database (EWIRDB), and PPBE.
In-depth understanding of the structure, functions and key personnel across OSD, Joint Staff, HQDA, CCMDs, TRADOC, the ASCCs to include ARCYBER, the CCoE and other TRADOC CoEs.
Possess excellent writing, editing, and briefing skills and experience with word, excel, and project management.
