OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT is looking for a Senior Financial Analyst (Aircraft Carrier Requirements) to support the OPNAV N98 Maritime and Carrier branches within OPNAV N98 and will interact with external entities to gather information that is of concern to OPNAV N98 portfolios. This position is contingent on contract award.

Day to day responsibilities include, but are not limited to:
  • Provide graphics support: Producing briefing slides, metric charts, program schedules, organizational charts as required.
  • Draft shells for requirements officer review: correspondence; naval messages; issue papers; point papers instructions; speeches; articles; presentations; and briefings.
  • Conduct research analysis and concept development in support of policies as directed by requirements officers and the chain of command within N980C.
  • Provide requirements definition and documentation: assume primary responsibility for analysis supporting in-service and future aircraft carrier programs within the Joint Capabilities Integrated Development System (JCIDS) process.
  • Provide analysis and support coordination for meetings and conferences OPNAV N980C with: the Aircraft Carrier Program Offices; OPNAV and SECNAV staffs; NAVSEA and its NAVSEA field activities; various PEO staffs; Commander Naval Air Forces (CNAF); COMNAVNETWARCOM; COMPACFLT; OPTEVFOR; and other related organizations.
  • Congressional and higher headquarters staff requests: in response to Congressional, Media, or OPNAV staff requests, write or edit shell documents for Government review and approval: Requests for Information (RFI); Questions for the Record (QFR); appeals; and reclamas on technical, operational, and programmatic and budgetary issues related to aircraft carriers.
  • Provide analysis during: budget planning; drills; execution; and analysis for Aircraft Carrier sponsor budgets across all OPNAV N980C budget lines during Program Review and Program Objective Memoranda (POM) submissions and throughout the PPBE cycle.


Requirements:
Qualifications and Skills:
  • Minimum of 5 years' experience in reviewing, analyzing, and assessing fiscal risk associated with USN carrier program fiscal development across the Future Years Defense Plan and beyond.
  • Strong knowledge and understanding of the PPBE process, demonstrated by having one of the following:
    • OPNAV or equivalent PPBE training certificate
    • Actual working experience within the PPBE process within the last 2 years
    • Actual working experience with Program Objective Memorandum (POM) development, issue generation, or Program Reviews, at Echelon II or higher within the last 2 years
  • Knowledge and understanding of the JCIDS process, demonstrated by having one of the following:
    • DAU CLR101 and RQM110 JCIDS training certificates
    • Actual work experience with the development of JCIDS documentation within the last 2 years
  • Knowledge and understanding of the Program Budget Information System (PBIS), demonstrated by having one of the following:
    • Financial Management and Budget (FMB), OPNAV or equivalent PBIS training certificate
    • Actual work experience with PBIS within the last 2 years
  • Work experience with the development of high-level briefs, instructions and policy memos.
  • Must be a US Citizen.
  • Must posses an active and current DoD Secret Clearance (or higher).

Salary Range: $100,000-150,000 yearly commensurate with experience, education, etc.
