Raytheon is seeking a strong candidate to join the team as the Lead Sourcing professional. You will be responsible for proactively managing and leading the procurement team to ensure that the purchasing needs of the business are met. A significant focus of this role is coordinating the activities of the team to achieve program requirements and ensuring that the team and all areas of the business adhere to the correct procurement practices.

In this role, you will apply your existing knowledge of Supply Chain, procurement, and business acumen within a matrixed organization. The successful candidate will have excellent written and oral communications skills to influence and communicate effectively across multiple areas outside of one's own job function as well as with parties external to the organization.

Leveraging on your previous experience you will be able to apply your expert knowledge of procurement management requirements and exercise a high level of business acumen to ensure effective development and implementation of customer-focused, risk-managed solutions to achieve competitive advantage.

What You Will Do:

Manage major subcontracts for multiple suppliers supporting development programs in space for classified programs.

Preparation and issuance of RFP's

Perform cost analysis techniques in support of proposals

Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms & Conditions)

Place subcontracts/purchase orders of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.).

Manage all post award activities (follow-up delivery, invoice approvals/schedules, invoice/receiving issues, and close-outs

Nurture professional business relationships with first tier subcontractors

Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc) to achieve objectives

Develop plans to promote cost reduction initiatives and performance improvements (technical and quality) in support of flawless supplier execution for programs

Able to support travel as needed (approximately 1 week per month)

Qualifications You Must Have:

Typically requires a University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or an Advance Degree in a related field and a minimum of 7 years' experience.

Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance."

The ability to be working daily on-site in Tucson once the top secret security requirements are obtained.

This position will require availability to travel to our supply base when required (approximately 1 week per month).

Qualifications We Prefer:

Bachelor's or Masters' degree in supply chain, business, engineering, or related field

Project planning and management skills (ex: MS Project, EVMS)

Significant experience in working with development type procurements and major subcontracts (Cost Plus, Firm Fixed Price, Time and Material)

SAP based environment experience

Experience with technical requirements of procured hardware and services - including Statement of Work (SOW) review

Familiarity with the International Traffic in Arms Regulations (ITAR)

Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)

Demonstrated experience in working with cross-functional teams (Finance, Program Management, Engineering, etc).

Demonstrated experience in procurement activities and the management of internal customer and supplier relationships.

Ability to grasp / understand technical concepts / applications

Experience managing financial and operational Risks and Opportunities

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
