Travel - 20%
The candidate will serve as the Requirements Functional SME ; activities include following the appropriate program process to accept, track, and report on deliverables; update a master schedule, and track activities. The ability to work with functional customers to define technical requirements, and pick up financial processes as they relate to the Oracle tools used by the program. Functional knowledge will be required that include learning and providing duplicate capabilities during hi-volume operations including but not limited to the preparation for Program Objective Memorandums and submissions.
The contractor shall provide expert knowledge of the Requirements Management -process. Provides the PMO Program, Planning, Budgeting, and Executing (PPB&E) expertise in the support of requirements management in accordance with DoD, AF and AFMC instructions, directives, regulations, and guidance documents as applicable. Analyzing user needs and translating these needs into Requirements Documents utilizing PPBE expertise and application delivery requirements and designs. Modifying and adapting application and system logic to unique or specialized requirements. Modeling the business process and information flow analysis across program project activities.

Position Requirements
Must Haves:
- Bachelor's degree or equivalent and ten (10) years of relevant experience OR 14+ years of relevant experience
- +7 Years of Experience with Requirements Management (RM) supporting the Department of Defense (preferably the US. Air Force)
- +14 Years of Experience applying subject matter knowledge to high level business analysis
- +14 Years of Experience of in-depth systems process knowledge in relation to documentation and historical application
- 14+ Years of Experience applying principles and methods of the subject matter to specialized solutions for financial, contracting, civil engineering, aeronautics, medical, legal, scientific encoding, environmental, scientific, maintenance and repair processes, business processes, or logistical support activities.
- 14+ Years of Experience working in a DoD (preferably Air Force) customer PMO with the knowledge for handling complex issues
- +2 Years of Experience creating and tracking Technical and Functional Requirements and Requirements Management (RM)
- +2 Years of Experience managing RM activities that include tracking work products and contractual deliverables
- Highly proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Outlook, etc.)
- Candidate must be detail oriented and highly organized - Strong verbal and written communication skills required
- Experience performing baseline administrative activities for multiple environments
- Familiarity with DoDI 5000.75 and/or 5000.02 for Acquisition
- Experience with the PPBE Process and how it relates to the Program Objectives Memorandum (POM) and Presidents Budget (PB) Submissions as it relates to Programming, Budget and Planning.
- Ability to act as the Requirements Manager for an AGILE Acquisitions Information Technology System
- Ability to help users with accesses and system problems via the ticket tracking system and/or direct phone calls or emails (must be able to take phone calls after hours during surge periods)
- Ability to understand requirements of the system, hold development discussions with the developer and User, manage the Project Review Board (PRB) and recommend priority of requirements to developer and PMO
- Ability to completely manage requirements in a government selected repository that will link with the test materials and Sprints
- Ability to back up the SI in User Training sessions and review all training documentation for accuracy prior to sending out to users.
- Ability to answer user questions that are passed in Remedy, that do not require development effort.
- Ability to understand all aspects of the POM, PB and BES as it relates to the PBES system.
