The DEVCOM Army Research Laboratory (DEVCOM ARL) Terminal Effects Division (TED) serves as the U.S. Army's lead for foundational research in protection and lethality technologies. In addition to executing foundational research, TED provides intensive support to the DEVCOM, acquisition community, and multiple Cross-Functional Team (CFT) including the Army Soldier Lethality CFT, Long Range Precision Fires CFT, and the Next Generation Combat Vehicle CFT where TED provides technical support in the fielding of new protection and lethality capabilities. In support of the mission, ARL partners and collaborates with other Department of Defense (DoD) services, to include DEVCOM, PM-MAS, PM-SL, and government agencies (national and international), industry, and academia to research, develop, and field protection and lethality technologies. There is a need to provide technical, programmatic, and execution activities support to TED including both Division, Branch leadership and personnel serving as principal investigators (PI) for multi-branch, multi-competency, and/or multi-agency research programs.

Scope: Pursuant Section 3.1 General and Program Management Contract Support, the DEVCOM ARL requests program support services to help organize and coordinate the technical, programmatic, and execution activities with internal and external partners/customers.

ESSENTIAL JOB FUNCTIONS: ( not limited to duties as described - performs related duties as requested)
  • In coordination with TED leadership (Division Chief, Associate Division Chiefs, Branch Chief, Team Leaders, and PIs), organize division, branch, and PI projects and help manage workflow using project management principles and relevant software.
  • In consultation with TED/Branch leadership, coordinate budget executions for multi-branch/multi-competency/multi-agency efforts to include support agreements and statements of work coordination with customers
  • Manage products related to technical programs such as updates, and reviews (stage gates, quad, etc.))
  • Track, coordinate, and communicate customer and mission funding execution with DEVCOM ARL researchers and financial specialists
  • Submit, manage, and usher various items through ARL processes. For example purchases, CRADAs, technical publications, funds transfer, etc.
  • Develop and maintain common TED/Branch calendar using collaboration software such as Microsoft Teams/SharePoint. Calendar will include ARL experiments, key partner deadlines, and meetings with partners.
  • Coordinate virtual and in-person meetings with partners. This involves developing and communicating agendas with military, civilian, and industry leaders in a fast-paced R&D and acquisition environments as well as coordinating schedules and securing meeting locations.
  • Write brief weekly activity reports summarizing team activities for ARL leadership.
  • Generate and coordinate travel authorizations and vouchers in Defense Travel System (DTS) website and work with ARL administrative specialists to file additional travel paperwork to include Mil Air requests.
  • Work with appropriate POC's to coordinate and facilitate high-visibility technology demonstrations for DoD decision makers. This can involve weapon/ammo transport, range clearance, security clearance verification, organizing transport, and scheduling with VIP audiences.
  • Assist researchers in review and staffing of internal and external documentation for submission through ARL information release and approval processes.
  • Test and Evaluation Support for experiments
  • Other Duties as assigned


EDUCATION & EXPERIENCE: (or equivalent)

High School degree: educational experience directly related to PWS

KNWLEDGE & SKILLS:

- Detail-oriented person with strength in multi-tasking

- Knowledge of common business software such as Microsoft Office Suite, Microsoft Teams/SharePoint, etc.

- Knowledge of GFEBS (or the ability to learn)

- Knowledge of MOSS (or the ability to learn)

- Knowledge of DTS (or the ability to learn)

- Ability to communicate diplomatically and work on projects with many different types of people

- Ability to operate in a fast-paced, highly dynamic work environment

- Highly motivated self-starter

- Knowledge of Army weapon systems and external stakeholders is a plus.

License & Certifications:

Must have Driver's License.

PHYSICAL DEMANDS/WORK ENVIRONMENT:

Must be able to lift heavy objects up to 40 pounds

TRAVEL:

As needed, occasional Local and/or overnight travel of less than 5% of time to include places like Adelphi, MD, and other partner locations to be determined.
