The Precision Control Actuation Systems (PCAS) Design Department, which is part of the Mechanical Engineering (ME) Directorate, is an organization of approximately 155 people who are located in Tucson, AZ and Huntsville, AL. We develop new Control Actuation Systems (CAS) including Aerodynamic Tail Fin and Canard Steering Control Sections, Thrust Vector, Attitude and Divert Control Systems, Control Surface and Wing Deployment mechanisms, Stage Separation and Nosecone Ejection Systems, and more.

Job Summary

The PCAS department is seeking a motivated Engineering Section Leader with experience in CAS hardware development for our Tucson, AZ facility. The Section Leader provides technical and programmatic oversight of assigned CAS development programs. In addition to program assignments, the Section Leader will work with the Department Manager and rest of the leadership team in the execution of PCAS and Mechanical Engineering goals. Expect as a section lead, to supervise a team of up to 15 individuals working closely with section members on their performance and career development goals. The manager will also be responsible for maintaining section capabilities as well as ensuring programs are adequately staffed. Management duties include performance development and appraisal, salary planning, manpower planning, career coaching, and ensuring adherence to company policies. Candidates will contribute to the technical oversight of employees, monitor program execution, and provide technical expertise in direct support of program efforts and proposal activities. The candidate will ensure two-way communication for section members; serve as the day-to-day liaison to the programs concerning employee job assignments, performance impact and recognition.

Responsibilities to Anticipate:
  • Maintain a close teaming and collaborative relationship across all pillars within a program area, Engineering, Office of Chief Engineer, Operations, Supply Chain, and Quality organizations.
    • Provide accountability and responsibility for establishing, implementing, and adhering to centralized Raytheon processes and procedures across the section.
    • Provide effective technical guidance and development, coaching, training, hiring and leadership to subordinates for effective execution of talent management and program requirements.
    • Goals setting and active monitoring of accomplishments to those goals for section members.
    • Provide frontline management activities and leadership for approximately 12-15+ engineers supporting design, production, and over all integrity of CAS products and related technical data package across all program phases for our Raytheon products.
    • Understand staffing needs for the program and provide inputs for manpower, collaborating with functional management.
    • Being a champion and model of respect and ethical behavior.
    • Apply design process and technical rigor to resolving technical issues across product life cycle.
    • Provide technical oversight to subcontractors relative to technical data package.
    • Ensure technical rigor and depth of all deliverables.
    • Daily management of the section personnel, including securing work assignments for the Section and ensuring the Section completes assignments efficiently and effectively.
    • Leveraging the network to identify opportunities, engage in proposals, assess scope and determine proper section engagement.
    • Representation of the Section within the directorate and communication of key business-related information to Section members and Functional leaders. Leadership of process innovation initiatives related to design "documentation" and validation, helping the directorate and department meet annual goals. Communication of successes and critical issues from the group up through functional management.

This position is an onsite role, and the selected applicant will work with the hiring manager to set schedule.

Qualifications You Must Have:
  • Bachelor's in Science, Technology, Engineering, or Mathematics (STEM)
  • 8 years' experience with technical engineering background, leading teams in the aerospace or government sector or Advanced degree and 5 years of relevant experience.
  • Experience working across multiple DoD programs or initiatives.
  • The ability to obtain and maintain a US security clearance prior to the start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

  • Working knowledge of Earned Value Management Systems (EVMS)/ Sarbanes-Oxley Estimate to Complete (EAC).
  • Experience preparing both technical and cost proposals, the ability to critically review proposals, conduct technical presentations and acquire relevant engineering and functional approvals.

    The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
