We are hiring for a Senior Financial Resources Specialist - with an active TS/SCI Clearance and a Full Scope Polygraph to support our government customer based in Warrenton, VA. This position is required to be onsite.

**This position will require an active DoD TS/SCI clearance with the ability to obtain and maintain a Full Scope Polygraph.

The Seniior Financial Resources Specialist provides financial services to assist the government with managing their WCF Enterprise, administering SLAs and maintaining budgets and resource data. The Financial Resources Specialist-FP maintains client Service Level Agreements (SLAs), amendments to the SLAs, the official files relating to the SLAs and coordinates revisions with customers. The Financial Resources Specialist-FP provides customers with project cost proposals. This includes maintaining data integrity in MAXIMO and other applicable systems, CostPoint, which is the budget database that tracks projects budgets, project sales orders, billing sales orders and the creation of month-end invoices. The Financial Resources Specialist-FP ensures accurate accounting for expenditures; coordinates with customers, government finance offices, and other personnel as required.

The Financial Resources Specialist-FP supports monthly preparation of financial statements, works with government managers to maintain budgets, and provides budget updates and corrective actions, as needed. The Financial Resources Specialist-FP supports procurement actions as required; provides research as requested. The Financial Resources Specialist-FP assists with the development of concepts of operation, process flow diagrams, standard operating procedures, and program plans; details all assumptions, limitations, interfaces, responsibilities, and specific requirements of the program elements. The Financial Resources Specialist-FP monitors activity status, identifies and resolves relevant issues, develops contingency plans, provide updates, and take corrective action. Includes producing and maintaining documentation in accordance with established governance.

Responsibilities

  • Coordinate SLA revisions with customers.
  • Provide customers with project cost proposals.

  • Maintain CostPoint, which is the budget database that tracks project budgets, project sales orders, billing sales orders, and the creation of month-end invoices.
  • Ensure accurate accounting for expenditures; coordinate with customer, Government finance offices, and other personnel as required
  • Support monthly preparation of financial statements.
  • Work with Government managers and project managers to maintain budgets, and provide budget updates and corrective actions as needed.
  • Support procurement actions as required; provide research as requested.
  • Assist with the development of concepts of operation, process flow diagrams, standard operating procedures, and program plans; detail all assumptions, limitations, interfaces, responsibilities, and specific requirements of the program elements.
  • Monitor activity status, identify and resolve relevant issues, develop contingency plans, provide updates, and take corrective action
  • Produce and maintain documentation in accordance with established governance.
  • Maintain daily project log, document all activities related to the project including changes in the SOW, schedule deviation and cost impacts.

Qualifications

  • Minimum Qualifications
    • Bachelor's degree in any field; high school, vocational school, or trade school diploma and five (5) years' work experience in a similar field may be substituted for degree requirement.
  • Certifications
    • Must have Valid U.S. Driver's and be able to obtain an International Driver's License
    • Must have a valid U.S. Passport
    • Be licensed and able to drive a manual transmission non-tactical vehicle (SUV, pickup truck/9 passenger van).
    • Pass customer specific training and certifications.
    • Project Management Professional (PMP) desired.
    • Travel must be worldwide deployable, often to remote, austere permissive and non-permissive environments.
    • Clearance must have an current, adjudicated, and active TS/SCI security clearance with Poly.
    • Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
  • Experience
    • Minimum of five (5) years' of specialized experience in a financial field (i.e. accounting, budgeting, finance)
    • Certified Public Accountant (CPA) desired.
    • One (1) year of OCONUS experience with local contractors and labor forces (may be cumulative over several projects/deployments).
    • Six (6) months of experience working in a Government-designated war zone (may be cumulative over several projects/deployments).
    • Microsoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, and SharePoint Knowledge.
    • Knowledge of sound program management techniques.
  • Skills/Abilities
    • Operate MS Project or other PM software such as MAXIMO.
    • Ability to analyze, prioritize, and problem solve effectively.
    • Written and oral communication skills, especially ability to brief senior officials.
    • Strong multi-tasker with the ability to manage time and priorities.
    • Strong leadership, project management, team building and presentation skills.
    • Possess knowledge, skills and abilities, including experience in deployed expeditionary support services, at minimum, in areas of logistics management, logistics planning, facility management, supply, transportation, traffic management, vehicle maintenance, facility maintenance, facility management, warehouse management, janitorial support services, etc.
    • Specialized knowledge, skills and abilities experience in facility Operations and Maintenance (O&M) support services with general carpentry and/or general construction skills performing and/or managing base or compound O&M support services.
    • Communicate well verbally and in writing at all organizational levels.
    • Work independently and as a team player.
    • Work nights and weekends for operational necessities, as required.
    • Continue developing professional licenses, certifications, and expertise through formal training and on-the-job experience.
    • Handle multiple, demanding, and complex projects in a timely manner with accurate results.
    • Able to lift twenty-five percent (25%) of his/her body weight over his/her head.
  • Other Requirements
    • Travel to and through out various CONUS and OCONUS locations, often to remote, austere, remote permissive, non-permissive environments.
    • Work in an operationally-sensitive environment.
    • Perform tasks outside during any weather condition for long periods of time.
    • Operate standard office equipment, such as a computer, copy machine and printer.
    • Function in an office environment in a stationary position approximately 50 percent of the time or more.
    • Work well in team environments including demonstrate the ability to function independently with minimal supervision.
    • Function not only in an office environment in a stationary position approximately 50 percent of the time or more, but may work in austere, remote or non-remote permissive and non-permissive environments.
    • Develop and build relationships with logistics management counterparts within parent organization as well as with external organizations facilitating the coordination of various logistical support projects.
