OVERVIEW:
We are seeking skilled and motivated Systems Integrator/Engineer (Digital Engineering) - Senior Consultant with Digital Engineering experience, to support enterprise planning and biometrics/forensics systems engineering activities in alignment with DoD standards and policies. This role includes managing comprehensive engineering plans, analyzing enterprise performance, supporting IT portfolio compliance, and ensuring systems align with national and international biometric standards. This is an in-person role located on Fort Belvoir.

This role includes managing comprehensive engineering plans, analyzing enterprise performance, supporting IT portfolio compliance, and ensuring systems align with national and international biometric standards. This is an in-person role located on Fort Belvoir.
GENERAL DUTIES:
- Digital Engineering Support:
- Implement and utilize Model-Based Systems Engineering (MBSE) tools to support design, integration, and testing of biometric systems.
- Develop and maintain digital twins to simulate and analyze system performance under various operational scenarios
- Identify and track key milestones for incremental system releases, including major/minor software changes and data migration activities.
- Integrate digital thread approaches to ensure traceability of requirements, design decisions, and lifecycle management.
- Support digital transformation initiatives aligning with DoD Digital Engineering Strategy.
- Assess emerging DoD IT standards, regulations, and policies for impact on biometrics systems and recommend courses of action.
- Enterprise Planning and Engineering Support:
- Develop and manage a comprehensive view of enterprise product releases, fielding of capabilities, modernization activities, infrastructure upgrades, and operational status.
- Identify and track key milestones for incremental system releases, including major/minor software changes and data migration activities.
- Monitor, track, and analyze enterprise performance metrics to report on overall system performance.
- Assess emerging DoD IT standards, regulations, and policies for impact on biometrics systems and recommend courses of action.
- Support IT portfolio management and compliance efforts.
- Develop five-year engineering roadmaps covering hardware, software, cloud solutions, cybersecurity, logistics, and technical documentation.
- Manage milestone deliverable documents in accordance with DoD 5000 Series and JCIDS policies
- Biometric and Forensic Systems Engineering:
- Ensure systems interfacing with biometric repositories comply with DoD enterprise standards, NIEM, EBTS, and international standards like ISO/IEC 24745.
- Review and analyze biometric system evaluations (e.g., IREX, FRVT, MBE) and provide recommendations for system improvements.
- Analyze Contract Data Requirements List (CDRL) deliverables and submit findings to the Government within prescribed timeframes.
- Conduct yearly assessments to recommend cost-effective and optimized system designs and configurations.
- Provide continuity of operations and disaster recovery architecture analysis and recommendations.
- Prepare systems engineering documentation in compliance with AR 70-1 and DoDI 5000.02 standards.
- Facilitate and participate in Integrated Product Teams (IPTs) and design reviews.
- Training and Certification:
- Complete the AWS Cloud Practitioner Essentials course within 60 days of contract start or onboarding.
- Report training completion in monthly status updates.
REQUIRED QUALIFICATIONS:
- Bachelor's Degree in a technical or scientific field (e.g., software/computer engineering, physics, mathematics, or computer science)
- Ten (10) years of relevant experience in the full-lifecycle of large-scale enterprise- level information systems.
- Proficiency in MBSE tools like Cameo Systems Modeler, Enterprise Architect, or No Magic.
- Experience developing and managing digital twins and using simulation software to predict system behavior.
- Integrate digital thread approaches to ensure traceability of requirements, design decisions, and lifecycle management.
- Experience with biometrics for tactical collection and enterprise-level multi-modal matching, storage, and analysis
- Knowledge of acquisition systems engineering for development, testing, and sustainment of programs.
- DAWIA Practitioner Level Certification in Engineering and Technical Management.
- INCOSE Certified Systems Engineering Professional (CSEP) with a focus on digital engineering.
- Certifications in MBSE or digital engineering tools (e.g., Cameo, MATLAB Simulink).
- DoD Digital Engineering Certification.
DESIRED QUALIFICATIONS:
- DAWIA Practitioner Level Certification in Engineering and Technical Management.
- Familiarity with the DoD Biometrics community or Interagency Biometrics stakeholders in a Defense Acquisition environment.
- Experience with enterprise-level multi-modal biometrics systems (matching, storage, and analysis).
- Innate understanding of acquisition systems engineering processes and their applications.
- Knowledge of tactical collection and matching for biometrics.
