Description

SAIC is seeking a Fundamental Research Policy Analyst to support the Office of Naval Research (ONR) Enterprise (NRE) as part of a cross-functional Department of Navy (DON)/Deputy Undersecretary of the Navy (Intelligence & Security) team charged with developing, implementing, and overseeing the ONR Fundamental Research Due Diligence Review (DDR) process. This position is hybrid remote with onsite work in Arlington, VA.

Job Responsibilities:
  • Support, develop, and contribute to the comprehensive review of Fundamental Research (FR) proposals and associated entities. The expected workload requires 1,500 reviews and written inputs annually.
  • Lead and guide an intelligence analysis team supporting FR DDRs, providing leadership while maintaining deadlines and tasks as required by DUSN I&S and ONR Leadership.
  • Manage and provide training and policy updates to all analysts on the FR Team, ensuring all analysts are up to date on all ONR requirements and standard operating procedures.
  • Perform research and analysis of entities to identify patterns, concerns, or threats aiding in efforts to identify potential flags for referral to NCIS. Flags include associated entities and other adversarial threats to DON and DOD programs.
  • Annually produce an analytic product summarizing trends, analysis and threats from foreign entities to supported FR elements.
  • Contribute to the development of long-term intelligence strategies, identifying key areas of focus and research priorities, while streamlining the review process.
  • Within policy and law, and in collaboration with the NRE, establish a process to continually monitor previously assessed entities for new or developing foreign ownership, control, or influence (FOCI) concerns of interests.
  • Provide analytical and briefing support to senior Navy personnel, other analytical divisions, and ONR leadership in support of related investigative and national security efforts. Identify trends and actions of intellectual property theft and technology transfer and provide informational briefings outlining findings to facilitate the DON efforts to mitigate all known risks such theft / loss.
  • Identify access and threat vectors commonly exploited by foreign intelligence entities, or other adversaries, to target DON / DOD programs and associated supply chains.
  • Provide informational briefings and other analytical products in support of the DON's risk mitigation efforts, as needed.
  • Collaborate with internal and external stakeholders, such as program managers, analysts, and other relevant parties to ensure that FR reviews are conducted in a timely and effective manner.
  • Maintain up-to-date knowledge of relevant policies, laws, regulations, and industry best practices related to FR, FOCI, cybersecurity, and regulatory risk.
  • Develop and coordinate procedures for assessing Navy FR requests, prepare analytical reports, make assessments, and manage production of the FR DD Team.

Qualifications

Education and Experience:
  • Bachelor's degree and fifteen (15) years' experience; Masters degree and thirteen (13) years' of professional experience.
  • Additional years of experience may be substituted in lieu of degree.

Required Clearance:
  • TS/SCI
  • US citizenship required.

Required Skills:
  • Experience with Fundamental Research, Industrial Security, Due Diligence reviews, Supply Chain Risk Management (SCRM), research/technology grants and proposals, and/or the SBIR/STTR programs.
  • Experience conducting open-source analysis to assess the threats posed by entities with identified risks.
  • Excellent presentation, oratory, and written skills are essential as findings will be regularly presented, both orally and in writing.
  • Demonstrated ability to produce timely and effective results.
  • Ability to work both independently and with personnel from multiple organizations.

  • Knowledge of Intelligence Community Directives (ICD): 203, 205, 206, 211, and 731
  • Knowledge of Department of Defense Directives (DoDD): 5240.10 and 5240.02
  • Knowledge of Department of Defense Instruction (DoDI): 5000.86, 5240.04, 5240.18, 5240.19, and 5240.24
