Tactica Solutions, LLC is seeking an experienced and qualified Environmental Program Manager for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, Engineer (DCSENG) for facilities engineering & sustainment and environmental planning & compliance on Redstone Arsenal, Alabama.

Duties and Responsibilities


* Manage DCSENG SETA team to work effectively and collaboratively to meet organizational goals and objectives.
* Work on-site 5 days/week to coordinate and maintain consistent support with DCSENG SETA staff and Environmental Division Chief.
* Manage, coordinate and execute assigned DCSENG environmental programs and projects through application of professional knowledge and skill in environmental compliance & engineering practices, processes and techniques
* Collaborate with internal and external stakeholders to ensure compliance with environmental regulations and promote sustainable practices
* Develop presentation materials and status briefings to effectively communicate project status to DCSENG leadership and staff
* Collaborate with managers, other engineers/architects, legal staff, contract specialists and or contractor personnel, and provide advice and insight on the resolution of unique and/or complex environmental problems
* Provide expert in-house assessments of project impacts, best management practices, typical and creative mitigation measures and required studies and costs necessary to conduct consultation/coordination/permitting requirements, studies, and timelines for final project implementation
* Maintain awareness of changing environmental regulations (AR 200-1, NEPA, ACS, etc.) and communicate new and/or revised requirements to DCSENG Environmental staff.
* Tasks include: review of monthly spend plans and reports; coordinate funding requests; review new/revised scope requirements and revise SOWs; prepare Independent Government Estimates; conduct technical evaluations of contractor proposals.
* Provide and assist with development of internal budget and project schedules, plans, reports, briefs, growth opportunities, new technologies, etc.
* Coordinate ODC Requests.
* Advise USASMDC with technical authority on acceptable environmental lines of action and solutions to USASMDC environmental projects, documents, new technical developments, or design problems which impact plans, programs, resources, and schedules.

Knowledge, Skills, and Abilities


* Bachelor's degree in Environmental Science, Environmental Engineering, or other related scientific discipline.
* Minimum of ten (10) years of relevant Project/Program Management experience (cost, schedule, and performance) supporting customer(s), preferably within the U.S. Department of Defense (DOD) community.
* Solutions-driven individual with strong leadership skills and practical working knowledge of federal environmental regulations and programs; DOD environmental experience is highly desired
* Experience with collaborating and managing cross-discipline teams
* Experience in supporting consultation with federal, state, and local regulatory agencies
* Specialized experience in managing the implementation of environmental compliance requirements and mitigations is highly desired
* Experience managing subcontractors and providing timely and accurate contract deliverables (e.g. monthly status reports, trip reports, slide presentations, project updates, integrated master schedules, etc.).
* Demonstrated ability to determine differences between contract types, Cost-reimbursable, Time and Materials (T&M), Firm Fixed Price (FFP), etc. and experience working within typical CLIN/SLIN structure breakdown (i.e. Labor, Travel, and ODCs).
* Must have the capability to supervise and manage subordinate personnel including, but not limited to, professionally mentor and counsel employees, timecard reviews/approvals, conduct performance evaluations, ensure training requirements are completed, and coordinate with corporate resources to resolve discrepancies.
* Proficient working in a demanding and flexible environment and demonstrated ability to effectively organize, prioritize, delegate, and multi-task.
* Excellent written, oral, and interpersonal communication skills.
* Must be highly proficient using MS Office software applications (Word, Excel, PowerPoint, SharePoint, Project, Teams, Outlook) with the capability to coordinate with and brief high-level military, USG, subcontractor, vendor and supplier personnel.
* Capable of planning, participating and leading conference calls, technical interchange meetings, impromptu updates, and prepare comprehensive meeting minutes.
* Ability and willingness to occasionally travel (domestic and international) in support of customer requirements.
* May be required to obtain and maintain a U.S. government issued security clearance at the appropriate level for the duration of the contract Period of Performance. U.S. citizenship is required to be eligible for a security clearance.
* Expert knowledge of:

* Biological, physical and natural sciences; scientific, technical and DoD environmental management knowledge and skills.
* In-depth understanding of environmental regulatory framework to include the Endangered Species Act, National Marine Fisheries Marine Mammal Protection Act, Safe Drinking Water Act (SDWA), the Comprehensive Environmental Responsibility, Compensation & Liability Act (CERCLA), the Resource Conservation & Recovery Act (RCRA), and other pertinent environmental legislation

* Skills to extend and modify existing management and/or implementation techniques and develop new approaches for use by other specialists in solving a variety of scientific environmental problems.

Preferred Qualifications


* Knowledge of U.S. Army rank and grade structure, and government civilian pay scale equivalencies, regulations, and other organizations specific to the USASMDC.
* Experience participating in the Business Development process; Gate Reviews, Request for Proposal (RFP) input, Statements of Work (SOW) and Contract Data Requirements List (CDRL) development.
* Project Management Professional (PMP) certification.
* Active security clearance with current investigation, a plus.

* Master's Degree in Environmental Science, Environmental Engineering, or other related scientific discipline.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
