Arlo Solutions is seeking a highly skilled Junior Program Management Analyst to support the Internal Revenue Service (IRS) Deputy Chief Information Officer (DCIO) of Strategy & Modernization. This role is crucial in leading efforts to enhance customer service, bolster enforcement, and secure taxpayer information through innovative IT infrastructure improvements. The successful candidate will drive strategic collaboration and execution across IT departments, supporting the Inflation Reduction Act (IRA) Strategic Operating Plan.

Job Responsibilities and/or Success Factors:
Facilitate government-led prioritization, progress tracking, and reporting of activities, ensuring transparency and accountability.
Support risk identification and mitigation plans, ensuring proactive management of potential issues.
Lead the integration of IRA IT programs and projects into existing governance and prioritization processes, fostering collaboration across stakeholders.
Analyze the impacts of new operating models on delivery processes and recommend strategic improvements.
Design and implement a product-and-platform operating model for IT, including proof of concept and final versions.
Evaluate and enhance data quality and practices for portfolio management tools, ensuring efficient tracking of key milestones and dependencies.
Conduct stakeholder impact assessments and develop comprehensive change management strategies to support IRA IT implementation.
Execute communication and organizational readiness activities to ensure successful adoption of new processes and systems.
Provide strategic inputs for executive communications and briefings, aligning with the Communications Strategy & Plan.
Education and Minimum Qualifications:
Minimum of 10 years of experience in IT systems and technical management
Bachelor’s degree in computer science, Information Technology, or related field
Experience managing enterprise-level IT systems and infrastructure
Strong background in IT governance and portfolio management
Experience with modern delivery methodologies (Agile, DevOps)
Knowledge of federal IT security requirements and compliance frameworks
Experience integrating legacy and modern systems
