Position: Intelligence Program Manager
Location: Fairfax, VA (Onsite)
Clearance: TS/SCI
Education: MA/MS (or BA/BS plus 4 years of additional work-related experience)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
The Combatant Command Intelligence Enterprise Management Support Office (CCI EMSO) assists the Office of the Under Secretary of Defense for Intelligence and Security OUSD(I&S) in modernizing, aligning, and integrating enterprise CCI capabilities as part of the Defense Intelligence Enterprise. CCI EMSO conducts rigorous research, analysis, and assessment of Defense Intelligence Programs, Capabilities and tools to inform OUSD(I&S) and USAF senior leader decision making.
EMSO conducts analytic assessments and provides recommended solutions to build and sustain current CCMD intelligence programs and ensure the Joint Force is aligned with future Joint Warfighting Concepts. CCI EMSO conducts the planning and acquisition of cost-effective, critical capabilities to support the war-fighting mission of combatant commanders.
The Senior Intelligence Program Manager provides SAF/OC CCI-EMSO intelligence analysis and strategic assessments. The Senior Intelligence Program Manager shall conduct intelligence research, prepare and present intelligence briefings, prepare intelligence assessments and studies, and prepare concise written reports. He or she also provides planning, organizing, and overseeing of intelligence projects and initiatives. The Senior Intelligence Program Manager assists CCI-EMSO in technical analysis & support to complete the technical assessment of existing intelligence and C2 capabilities in the MPE ecosystem throughout the Combatant Commands (CCMDs) and services. Per sections 1.3.5, Intelligence Support, and the PWS LCAT description, Intelligence Program Manager, specific responsibilities include but are not limited to:
• Intelligence Support:
o Provide technical intelligence and management support to CDM requirements.
o Work collaboratively with other intelligence analysts and technology specialists.
o Create actionable information activities intelligence (e.g., military intelligence analysis) across the various intelligence disciplines/domains or scientific and technical intelligence; or, within the business, competitive, and market intelligence domains.
o Produce reports in a variety of formats for concise, succinct, and clear delivery
o Develop expedited actionable information reports by utilizing advanced text and visual analytics.
• Intelligence Program Management:
o Develop program plans, defining objectives, and oversee the execution of intelligence projects and initiatives.
o Identify potential project risks, develop risk management plans, and implement risk mitigation strategies to ensure project success.
o Develop project schedules, allocating resources effectively, and optimize resource utilization for intelligence program activities.
o Establish key performance indicators (KPIs), monitor program performance, and prepare regular status reports, for stakeholders.
o Facilitate communication with internal and external stakeholders, ensure alignment with project objectives, and manage stakeholder expectations.
o Support overseeing contracts, subcontracts, and procurement activities related to intelligence program requirements, ensure compliance with government regulations.
o Develop and manage program budgets, track expenditures, and ensure efficient financial resource utilization.
o Coordinate intelligence analysis efforts, ensure proper dissemination of intelligence products, and support decision-making processes, implement quality assurance measures and compliance with regulatory requirements,
o Manage changes to program scope, objectives, and requirements, collaborate with intelligence professionals, subject matter experts, and other stakeholders to achieve program objectives and deliverables.
o Ensure compliance with security protocols, classification guidelines, and safeguard sensitive intelligence information.
Qualifications: The candidate must have the following qualifications:
• Minimum of ten (10) years of work-related experience.
• Of those years, six (6) years of work-related experience supporting a component of DoD.
• Experience in planning, organizing, and overseeing intelligence programs while ensuring adherence to project management standards.
• Familiarity with project management standards.
• Experience in developing program plans, defining objectives, and overseeing the execution of intelligence projects and initiatives.
• Experience drafting assessments and reports and communicating to stakeholders.
The following are the desired qualifications:
• Experience as a military intelligence officer, industrial base analyst, or acquisition analyst versed in market research, sourcing, and/or resourcing,
• DoD Intelligence, Combat Support Agency, or Combatant Command experience.
• Data analytics certification
• Experience or knowledge of the Intelligence Capabilities or Systems; and JCIDS, Acquisitions, and PPBE processes at the Combatant Command, Service or Department level.
• Experience with Python, R, SQL and Power BI.
• PMP
