Job Summary:
The National Cyber Investigative Joint Task Force (NCIJTF) coordinates, integrates, and shares information to support cyber threat investigations, supply and support intelligence analysis for community decision-makers, and support other efforts in the fight against cyber enabled crime. The NCIJTF Intelligence Analyst will be embedded at the NCIJTF and serve as a representative of the United States Postal Service (USPS) to more than thirty other national and international agencies. The selected individual will provide support to the United States Postal Inspection Service (USPIS) NCIJTF Program Manager Liaison to ensure a robust national cyber security posture and enable the Postal Service to defend against cyber threats, quickly identify compromises, identify investigative leads, and support Inspection Service as well as outside agency personnel in cyber-related investigations. This role will monitor, evaluate, and distil large amounts of data and create intelligence briefings and reports for review by program managers and senior agency leadership.

Job Summary:

This role will monitor, evaluate, and distil large amounts of data and create intelligence briefings and reports for review by program managers and senior agency leadership.
Essential Functions and Responsibilities:
- Monitor high-side intelligence reports relating to ransomware, malware and data breaches from more than 1,500 classified daily articles provided by government partners.
- Draft intelligence reports for review by the USPIS NCIJTF PM when information relevant to USPS or USPIS interests are identified.
- Provide assistance to Other Government Agencies (OGAs) domiciled at NCIJTF within the Criminal Mission Center (CMC), Integrated Intelligence Mission Center (IIMC), National Security Mission Centers (NSMC), and the Joint Ransomware Task Force (JRTF) by comparing indicators of compromise, malicious IPs and similar datasets against USPS holdings.
- Conduct deconfliction on behalf of OGAs.
- Respond to USPIS Requests for Assistance (RFAs) with written reports detailing findings and queries using NCIJTF datasets and resources.
- Support other USPIS groups including Corporate Information Security Office (CISO) and the National Cyber Forensics Training Alliance regarding high-side related intelligence.
- NCIJTF is the primary response unit to any ransomware attack against US companies and organizations. As such a heavy emphasis is placed on Ransomware attacks. The selected individual is expected to attend weekly meetings for the Joint Ransomware Task Force (JRTF).
- All OGA liaisons with a criminal mission (CMC members) meet every other week to discuss ongoing cases and future collaboration opportunities. As such the selected individual is expected to attend these meetings on a regular basis.
- Responsible for remaining current on Cyber-crime and cyber-enabled crime trends. This position may be required to attend/participate in law enforcement conferences and trainings.
Minimum Qualifications & Skills:
- Bachelor's Degree from an accredited college or university AND a minimum of five years' experience demonstrating the ability to support cyber-crime investigations and/or cyber security operations. Familiarity with USPS/USPIS databases, online investigations, and experience analyzing and summarizing large quantities of data are highly desired.
- Demonstrated ability to work within a task force environment inside a Sensitive Compartmented Information Facility (SCIF) for 8 hours / day with no access to wireless devices including cell phones or Bluetooth devices.
- Ability to conduct intelligence research to support cyber threat analysis and assessment.
- Knowledge of cyber threat actor tactics, techniques, and procedures and cybersecurity to research, analyze, and draft intelligence assessments and briefings.
- Ability to identify, obtain, and evaluate data and information in complex and varied forms to determine data significance, integrity, and reliability within a cyber threat context.
- Ability to research, organize, and evaluate various types of data for significance as well as facilitate the collection, analysis, and interpretation of data.
- Ability to apply quantitative and qualitative evaluative methods to ensure integrity, quality, and reliability of intelligence data and analytic products.
- Ability to develop complex spreadsheets, tables, graphs, flow charts, and other visual depictions to facilitate the display and interpretation of information, trends, and patterns.
- Ability to effectively communicate both orally and in writing as well as experience drafting clear and comprehensive reports to clearly convey information, findings, and recommendations to varied audiences, both internal and external.
- Significant experience analyzing and summarizing large quantities of data presented across various file types.
- Maintain current industry knowledge of relevant concepts, practices, and procedures including general cyber-security and cryptocurrency / blockchain knowledge.
