Business Development Manager
Location: Fairfax VA (On Site)

Outcomes:
The successful candidate is expected to accomplish the following outcomes in the first year on the position:
• Build a $600M + annual pipeline of new business opportunities.
• Improve win rate by 30% of submitted proposals.
Responsibilities:
Specific responsibilities include but are not limited to:
• Develop and execute strategic business development plans to identify and capture new opportunities.
• Research and analyze industry trends, competitive landscapes, and customer needs to identify business growth areas.
• Establish and maintain strong relationships with government agencies, prime contractors, and industry partners.
• Lead the development of capture strategies, teaming agreements, and bid/no-bid decisions.
• Identify and qualify potential opportunities through market research, customer engagement, and pipeline analysis
Customer & Partner Engagement
• Build and sustain relationships with key decision-makers and influencers in the target market.
• Attend industry events, conferences, and networking functions to represent the company and develop new leads.
• Collaborate with internal teams (program management, operations, HR, finance, and recruiting) to align business development efforts with organizational capabilities.
Proposal Development & Contract Pursuits
• Lead and coordinate the development of responses to Requests for Information (RFIs), Requests for Proposals (RFPs), and Requests for Quotes (RFQs).
• Work with proposal teams to ensure compelling, competitive, and compliant submissions.
• Develop win themes, value propositions, and solution strategies tailored to customer needs.
• Support pricing and contract negotiation strategies in partnership with finance and executive leadership.
Market Intelligence & Competitive Analysis
• Monitor and track government procurement trends, funding priorities, and acquisition forecasts.
• Conduct competitor analysis to assess strengths, weaknesses, and differentiators.
• Provide recommendations on positioning strategies and potential partnerships for strategic growth.
Collaboration & Reporting
• Maintain a detailed pipeline of opportunities and provide regular status updates to leadership.
• Develop and present business development reports, briefings, and white papers to internal and external stakeholders.
• Ensure compliance with company policies, ethics, and government contracting regulations (e.g., FAR, DFARS).
Qualifications:
The candidate must have the following qualifications:
• 5+ years of business development experience, preferably in federal contracting, defense, or related industries.
• Proven track record of successfully identifying, pursuing, and winning new business opportunities.
• Experience leading capture efforts, including proposal development and teaming strategies.
• Strong understanding of government contracting, procurement vehicles, and acquisition strategies.
• Excellent communication, negotiation, and relationship-building skills.
• Ability to work independently and collaboratively in a fast-paced environment.
• Excellent oral and written communication/interpersonal skills with proven ability to communicate with a variety of stakeholders at all organizational levels.
• Proficiency with Microsoft Office suite (SharePoint, Teams, Excel, Word, and PowerPoint). Familiarity with GovWin and B-Gov a plus.
