ASRC Federal is looking for a Records Management Subject Matter Expert to serve as a key advisor and expert in managing the lifecycle of physical and electronic records. This role requires an individual with in-depth knowledge in fields such as cyber strategy, technology innovation, and IT modernization. The expert will provide high-level technical analysis, functional systems design, and implementation advice to address complex issues. They will also develop and maintain comprehensive strategies for records digitization, ensure compliance with relevant regulations, and collaborate with various departments. With a strong background in records management, the expert will lead major technology assignments, evaluate performance, and recommend improvements.

Key Responsibilities:
Subject Matter Expertise:
- Serve as a subject matter expert, possessing in-depth knowledge in areas such as cyber strategy and implementation, enterprise performance management, technology innovation and IT modernization planning, datacenter consolidation, cloud strategy, technology innovation, or other relevant fields (business, computer science, engineering, mathematics, or related sciences).
- Provide technical knowledge and analysis of highly specialized applications and operational environments.
- Offer high-level functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems requiring extensive subject matter expertise .
Technical Application:
- Apply principles, methods, and knowledge of the functional area to specific task order requirements.
- Utilize advanced mathematical principles and methods to tackle exceptionally difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions.
- Maintain and administer electronic records and digitize physical records, including scanning and indexing.
- Develop and maintain a comprehensive strategy for the lifecycle of physical and electronic records, ensuring digitization based on guidelines outlined in 36 CFR Part 1236, Electronic Records Management.
- Conduct thorough reviews of physical record inventory before digitization, identifying record types and digitizing them in strict adherence to the relevant General Records Schedule (GRS) disposition instruction.
- Implement a file structure within Content Server for comprehensive monitoring of the records lifecycle, ensuring compliance with National Archives and Records Administration (NARA) regulations.
- Clean up files within Content Server, reviewing records and non-records, and dispositioning records that have met their lifecycle.
- Develop import templates with standard retention requirements and configurations for use in Content Server.
Collaboration and Compliance:
- Manage the lifecycle of physical and electronic records.
- Ensure electronic records are labeled by their record type and align with the customer's schedule.
- Recognize and purge duplicate electronic records in Content Server.
- Verify that electronic documents in Content Server have been converted to digital format in accordance with 36 CFR Part 1236.
- Ensure the Quality Management Plan and Project Plan are reviewed and updated in compliance with 36 CFR Part 1236.
- Collaborate with relevant customer departments on all matters pertaining to records management.
- Assist with the annual examination of the customer's File Plan and needed adjustments.
- Aid in fulfilling the annual requirement for the customer's Electronic Information Systems.
- Implement and configure records management settings within existing electronic recordkeeping systems.
- Create records management training presentations/briefings, incorporating animations and converting them into video format.
- Digitize permanent physical records based on their record type and retention schedule in compliance with 36 CFR Part 1236.
Qualifications:
- Possesses and applies expertise across key tasks and high-impact assignments.
- Plans and leads major technology assignments.
- Evaluates performance results and recommends major changes affecting short-term project growth and success.
- Functions as a technical expert across multiple project assignments.
- May supervise others.
- Must possess at least 8-10 years of relevant work experience and a bachelor's degree from an accredited university in a related field or equivalent. .
- Successful candidate is subject to a background investigation by the government and must be able to meet the requirements to hold a position of public trust.
